THIS REPORT COVERS THE OAK- REPORTING PERIOD FROM 1500 HOURS 19 DECEMBER TO 1509 HOURS 20 DECEMBER 1960. THE ENTIRE COMPLEX IS VISIBLE ON THE PHOTOGRAPHY AND IS BASICALLY THE SAME AS PREVIOUSLY REPORTED. THE FOLLOWING ADDITIONS AND CHANGES HAVE BEEN NOTED. SUPPORT BASE A HEXADIC SAM SITE AT 46-GSN 73-31E. A HEXADIC SAM SITE POSSIBLY STILL UNDER CONSTRUCTION AT 45-49N 73-36E. A 59175-FT RUNWAY AT A RIGHT ANGLE AND JOINED TO THE AIRFIELD. RUNWAY APPEARS ON TALENT COVERAGE OF APRIL 1960 BUT HAS NOT BEEN PREVIOUSLY IDENTIFIED OR REPORTED. SEVERAL NEW BUILDINGS IMMEDIATELY WEST OF THE COLD-FLOW TEST AND FABRICATION FACILITIES. A NEW ROAD FROM THE AIRFIELD TO THE LONG DIRT STRIP. THE STRIP IS CLEARED OF SNOW. LAUNCH COMPLEX A A LARGE U/I SECURED AREA NW OF THE SUPPORT AREAS A HEXADIC SAM SITE UNDER CONSTRUCTION NEAR THE SUPPORT AREA AT 46-22N 72-52E. LAUNCH COMPLEX B A HEXADIC SAM SITE NEAR THE SUPPORT AREA AT 415-59ii 72--33E. - APPARENT INACTIVITY 1.'r THE VICINITY OF THE LAUNCH AREA. NO FURTHER INFORMATION ON THE CCthFIGuRATIJN OF THE TWO SEMICIRCULAR PADS HAS BEEN OBTAINED FROM THE PHOTOGRAPHY. THE ENTIRE DDUBLE-FENCED AREA OAK 9013 - Part 4 Par No 601-60/KH Dates of Info 21 December 196025X1 TOP SECRET A MAJOR PORTION OF THE KOTLAS/UST-UKHTA RAIL LINE 15 COVERED BY POOR-QUALITY PHOTOGRAPHY. SOLID CLOUD COVER PREVENTS AN EXAMINATION OF THE RAIL LINE FROM KOTLAS TO ZHELEZNODOROZHNYY. 150 NM TO THE NE. FROM THE LATTER TOWN. A 60-NM STRETCH OF THE RAIL LINE IS VISIBLE TO A POINT 35 NM SW OF UST-UKHTA. AN EXAMINATION OF THIS PORTION OF THE RAIL LINE SHOWS NO MISSILE-RELATED ACTIVITY. HOWEVER. EXTENSIVE LOGGING OPERATIONS ARE UNDER WAY IN THIS AREA ALONG THE RAIL LINE. 25X1 HEAVY CLOUDS HAMPER INTERPRETATION. NO GUIDED-MISSILE ACTIVITY IS NOTED IN THOSE LOCATIONS AROUND THE CITY THAT ARE CLEAR. STORAGE SITES ARE VISIBLE IN AREA SHOWN ON MAP REFERENCE U.S. AIR TARGET CHART 200-0282-22A. A SEARCH OF THE REPORTED IMPACT AREA AND UPRANGE AREA TOWARD VLADIMIROVKA SHOWS NO INSTRUMENTATION SITES. THE ENTIRE AREA HAS MANY ROADS AND TRAILS AND EVIDENCES OF SCATTERED OIL-PUMPING WELLS. THIS TEST RANGE IS LOCATED IN A LARGE AREA OF THE CASPIAN SEA NORTH 6? HEXADIC SA-2 SAM SITES EIGHT SAM SITES. 4 POSSIBLE SAM SITES. AND ONE SAM SUPPORT FACILITY WERE IDENTIFIED DURING THE CURRENT REPORTING PERIOD. THIS IS THE FIRST PHOTOGRAPHIC IDENTIFICATION OF THESE INSTALLATIONS. AND THE SITE APPEARS TO BE ACTIVE. THE LARGE DRIVE- THROUGH BUILDING, WHICH WAS UNDER CONSTRUCTION WITHIN THE DOUBLE- FENCED POSSIBLE LAUNCH AREA NEAR THE SUPPORT AND STORAGE FACILITIES, IS NOW PROBABLY OPERATIONAL. THE THREE SMALLER DRIVE-THROUGH BUILDINGS, UNDER CONSTRUCTION NEAR THE OLD FORT, ALSO APPEAR OPERATIONAL, AND TWO SMALL BUILDINGS HAVE BEEN CONSTRUCTED NEARBY SINCE THE FEBRUARY 1960 TALENT COVERAGE, HEAVY CLOUDS PRECLUDE DETAILED INTERPRETATION, BUT NO GUIDED-MISSILE ACTIVITY IS DISCERNIBLE IN CLOUD-FREE AREAS. EXCELLENT PHOTOGRAPHY OF THIS FACILITY. WHICH IS 3.5 NM E OF SEVASTOPOL. SHOWS NO SIGNIFICANT ADDITIONS SINCE THE TALENT COVERAGE OF THE CONSTRUCTION IN PROGRESS THEN APPEARS T25X1 HAVE BEEN COMPLETED. AND THE FACILITY APPEARS ACTIVE. 10. THE REMAINDER OF THE FIELD 15 COVERED BY HAZE. THE RELATIONSHIP OF THE SOUTHERN RUNWAY AND TAXIWAY TO THE NORTHERN RUNWAY IS NOT CORRECTLY SHOWN IN THE ASSOTW SKETCH. THE TAXIWAY IS NOT PARALLEL WITH THE SOUTHERN RUNWAY BUT SLANTS OFF AT APPROXIMATELY A 10-DEGREE ANGLE TO THE NORTH. THE SOUTHERN RUNWAY IS LOCATED APPROXIMATELY 19000 FT WEST OF THE POSITION SHOWN IN ASSOTW. NO APPARENT CHANGE SINCE JULY 1957 TALENT PHOTOGRAPHY. AIRFIELD I5 ?.5 NM SSE OF MALYYE OZERKI. IT HAS AN 11.000 X 300 (APPROX) FT N/S RUNWAY. SURFACE UNDETERMINABLE (MEASUREMENTS FROM MISSION 9013). OWING TO HAZE AND DARKNESS. NO FACILITIES OF THE AIRFIELD PROPER EXCEPT THE RUNWAY. WHOSE STATUS 15 UNDETERMINED: AND PROBABLE MARKER BEACONS OFF BOTH ENDS OF THE RUNWAY. ARE DISCERNIBLE. A ROAD LEADING 2.4 NM ESE OF THE S END OF THE AIRFIELD TERMINATES AT A FENCED BOOMERANG-SHAPED AREA (POSSIBLY STORAGE). ANOTHER ROAD EXTENDING APPROXIMATELY 5 NM ESE OF THE 5 END OF THE FIELD TERMINATES AT AN AREA OF U/I ACTIVITY STILL UNDER CONSTRUCTION. ?. THE FOLLOWING MAJOR AIRFIELD WAS NOT OBSERVED OWING TO CLOUD COVER. OSTROV/GOROKHOVKA AIRFIELD 57-18N 28-26E Par No 601-60 /KH 21 December 196125X1 THE FOLLOWING MAJOR COMPLEX WAS NOT OBSERVED OWING TO CLOUD COVERT CHELYABINSK COMPLEX 55-10N 61-25E AN EXTENSIVE AREA, OF ACTIVITY AND CONSTRUCTION. ENCOMPASSING APPROXIMATELY ?5 SQUARE MILES AND SERVED BY RAIL AND ROAD, 15 LOCATED IN HEAVILY WOODED TERRAIN 15 NM NE OF PLESETSK. THE AREA, WHICH 15 DIVIDED INTO THREE SEPARATE MAJOR COMPONENTS, INCLUDES SEVERAL RAIL-SERVED SECTIONS (SEE ACCOMPANYING SKLT'CH). TWO OF THE COMPONENTS (EAST AND WEST) LIE AT THE ENDS OF ROADS AND RAIL SPURS IN THE NORTHERNMOST PART OF THE AREA. THEY INCLUDE POSSIHLL RAIL- SERVED BUILDINGS AND RAIL SIDINGS. THE SOUTH COMPINIENT, SOUTH OF AND BETWEEN THE EAST AND WEST COMPONENTS. PROBABLY SERVES A SUPPORT FUNCTION, THE RAIL LINE SERVING THIS AREA OF UNIDLNTIFICu ACTIVITY BRANCHES OFF THE MOSCOW-ARKHANGELSK RAIL LINE AT THE TOWN OF PLESETSK. AN UNIDENTIFIED AIRFIELD WITH AN 11,003-FT RUNWAY IS LOCATED 30 NM N OF THIS AREA, NEAR MALYYE OZERKI (SEE ITEM C31, THE FOLLOWING CORRECTIONS IN X-Y COORDINATES SHOULD BE MADE IN OAK 99139 PARTS 19 29 AND 3.
