REFERENCE: Staff Memorandum No. 270
I would revise the first two paragraphs of the proposed
memorandum for the Director to read as follows:
1. The Chilean Congress, on 21 October, will almost
certainly elect Carlos Ibanes as Presint of Chile, in
deference to his lame plurality of the popular vote.
2. A majority of the present Congress, however, will
remain antagonistic toward Ibanez, which may prevent radical
changes in Chilean domestic and foreign policy until the
Congressional elections in 1953, insofar as such changes
would require legislative action.
The purposes of this revision would be :
a. To clarify the apparent contradiction between
paragraphs 1 and 2 of the present draft.
b. To recognize that, as President,, lbanes can
go far in pursuit of the policies indicated in paragraph la
without obtaining Congressional approval. Nothing in
his character suggests that he would hold back in deference
to Congressional opinion.
