6. Specific spare parts are seldom listed in
the general arms agreements. While the list price
of a weapon normally includes a certain quantity of
spare parts, usually provision is also made in the
general accord for a lump sum credit for unspecified
spares. In the case of Iraq, this sum has ranged
from 8% to 11% of the total value of its arms
agreements with the USSR. In addition, spare parts
often have been obtained under supplementary pro-
tocols to service equipment purchased earlier.
Occasionally such orders for spares have been con-
cluded on commercial terms.
7. The USSR estimates that some 2% of the
value of a piece of ground forces equipment will
have to be spent each year to maintain it according
to Soviet standards. One recipient of Soviet mili-
tary aid, however, has estimated that the yearly
costs of spare parts for maintaining Soviet artil-
lery and tanks are 4% of the initial cost of the
equipment. Spare parts for aircraft and naval
equipment are much more costly.

1. Tables 1, 2, and 3 detail the export prices
of Communist military equipment, ammunition, and
military-associated equipment.* Prices were obtained
from documentary sources covering about one-fourth
of the roughly 130 arms accords known to have been
concluded since 1955 by Communist countries with
less developed countries. No differentiation is
made between prices of new and used equipment. In
those instances where several prices were available
for a single item, the most recent price is given
first. In most cases, prices are c.i.f. (cost,
insurance, and freight) at the major port of the
recipient country.
2. The variation in price for individual items
reflects freight costs, preferential treatment, age
and condition of the equipment, and the tendency for
list prices to decline over time. The normal
practice for preferential treatment to certain
clients by the USSR is to give a grant-in-aid
discount off the list price. Preferential treat-
ment in this form has ranged from a grant-in-aid
discount for the entire military aid package, in
the case of Cambodia, to no discount in the case
of India. About 40% of the $5.4 billion of military
assistance extended thus far by the USSR has been
aid in the form of grant-in-aid discounts.
Costs of Spare Parts, Ammunition,
and Support Equipment
3. Spare parts, ammunition, and support equip-
ment make up a substantial part of any arms agree-
ment. In estimating the total value of an agree-
ment where only the composition and quantity of
weapons are known, estimated weapons costs should
be raised by an appropriate percentage to allow
for the costs of associated materiel. The tabula-
tion below shows the relative share of weapons
versus associated materiel in the total cost of
naval, air, and ground forces equipment under
eight selected arms agreements. These specific
agreements were chosen because each contained

detailed annexes which delineated prices and quan-
tities, not only of weapons but also of accompanying
support equipment, ammunition, and spare parts.
4. Costs of supplementary equipment and ammu-
nition have accounted for about two-thirds of the
total value of ground forces equipment specified
in each agreement. Associated materiel also has
made up at least one-fourth of the total value of
equipment for air forces, with the exception of an
early Soviet-Iraq agreement. The non-weapons share
of aid to naval forces also has been substantial,
although varying widely from agreement to agreement.
5. Moreover, ammunition alone accounts for by
far the larger part of the cost of artillery. As
shown in the tabulation below, ammunition made up
between 56% and 79% of the value of various artil-
lery systems covered in Soviet arms accords. Ammu-
nition makes up an even larger share of the cost of
rapid fire infantry weapons and mortars. In a num-
ber of cases, such agreements were followed by
supplementary arms contracts which called for
additional ammunition.

A Catalogue Of Prices
Introduction
Since 1955 the USSR, Communist China, and the
East European countries together have contracted
to deliver some $6 billion worth of military equip-
ment to less developed countries in the Free World.
By mid-1969, more than $5.2 billion of this equip-
ment, almost 90% of which was supplied by the USSR,
had already been delivered, mostly under medium-
term or long-term credit.
This handbook, which updates CIA/RR, A.ERA 63-6,
Exports Of Bloc Military Equipment To Non-Bloc
Countries: A Catalogue Of Prices And Quantities,
October 1963, SECRET/NO FOREIGN DISSEM, contains a
comprehensive price list of exports of Communist
weapons, ammunition, and support equipment contracted
for delivery to less developed countries. As such
it can be used to estimate with a fair degree of
confidence the value of a Communist nation's arms
shipment where only the quantities and composition
are known. This handbook also provides information
on the value of ammunition and spare parts likely
to accompany a particular delivery of weapons.
