in compliance with a request for information.
2. (S/NOFORN) The remote viewer's impressions of the target are provided

17 December 1981 with a start time of
9 o'clock.

#08: Yeah.
#72: 17 December with a start time of 9 o'clock.
It is now 9 o'clock. Our..target for today
is the man whose photo you have been shown.
Concentrate on the man in the photo. Where
is he now?
#08: Think he's, he's in, he's in..in..ah..North
America.- He's, he's probably in Canada.
#72: What is he doing?
#08: Ah...right now he's just..ah..walking down
the street of a very modern city. I want to
say Montreal. I go--,. I gotta...give you a
flood.of things here that..ah..that are...
overlay to me and .1 gotta clear my mind of this
and then you can ask me anything you want.

#08: (Mumble)... before the session, during the
cooling period this, what I consider overlay
impression were, were that this man. is rs.h'oul`d-: be.
This man originated somewhere from North Africa.
This man is
.with..him..probably murder, and that..ah..came
herc..flew from Europe to Canada.... something
..like two, three weeks ago, and he's still
there, and he's.stuck and he can't get to where
he want's to go.. Okay. Th'at'.s that'.s the, the

is he planning to do?
#08: A very quick impression is that he's...
somehow trying to cultivate...ah...contact
within the radical youh group... as a means
,,.,.; of. ah-..... crossing the border. Probably
the ah...thing type in that is the old ah......
in draft dodging that's probably when they have routes
or had routes...or.he thinks they have routes
to get; him out of here.

#72: All right. I want you to move ahead in time,
move ahead in time to 1400 hours on 17 December,

man in the photograph. Where is the man in the

reception party type thing. That's what he
wants to do,
as a last alternative.

It is beginning to get dark, beginning to get
dark. Where is the man in the photograph?

He's in........... He's somewhere on the main

a national. historic building, museum or something.
It's on one of the main drags in D.C. He's ah...

He's been unsuccessful in trying to gain legal
entry to a Middle East reception type, and I
think he's going to crash it anyway. He'll
try to.

I think wearing smoked glasses that appear to
be somewhat.glamourous...... well dressed...... in a
.:_ you know...... black suit, white shirt,
befitting a,.the ah....and he could blend in...
in a Christmas type reception of one. of-the .......

Of all of them hye's got a choice of about
two or three. It-'s.a...golly.....

#08: The impressions are either very, very quick
and very flashy.. It's Middle East and I want
to say Morocco and...(mumble)...very fast...
#72: Who at the reception is the man in the photo
looking for?
#08: I don't think he's fussy. I think if he
...he feels if he can positively identify
that he's dealing with a, a high U.S. functionary
of sorts, he's going to be, he's going to let
that person become his target.
#72: Who are his priority targets?
#08: There is no such a thing. He'll identify
as he goes. I like to finish this up pretty
soon.

#72: Are any people with him at that time?
#08: Ho. He's kind of isolated.
#72: All right. I want you to return to 17 December

#72: What do you think about this guy?
#08: Ah...two things that..I probably.
.didn't,men,tion.during the session, that
may be minor, but.... When I was trying
to find the origin, of this guy as to where
he came from initially before taking that
flight from Europe I got (malfunction of
microphone)
That was just an impression.
And, second thing is when I had him, or
what appeared to be Constitution or Pennslyvania
Avenue in front of that historic building. I
was trying to find some means by which you
could readily identify him. And, the smoked
glasses came out. They're.just a little bit
gray. They're, you know,.ah, lenses without
frames, kind o' circular...not, not rectangular
type. More like tear drops-to the side, and
another thing was his shoes. His shoes were,
you'd have to pay close attention, but they're,
they're very soft black leather with a little
higher than normal heel. Something that you
would find in, in.Europe.that you could recognize
very quickly as....particularly of the point,
because. of the lack of design on the shoe, and
because of the softness of the leather. I was
tr,yin' to find a way that-if somebody were looking
for, for him that they could specifically recognize
him.
And, the, the thing about a white scarf kept
coming back, but I don't know, if that was just
fan.cif:ul.... dream. And, then I flipped (phonetic)
to German. Something peculiar about his attire
.....whet.her.he might not blend in as easily as
he wants to.,.-.'cause he definitely wants to blend
in.
72: Okay...dark suit, white shirt.
#08: Oh, yeah. Almost like a tux, you know, smoker
type apparel .... He can fit in, if he can
get through. I don't know if he'll be able to
get through. And, that's what Iwas trying to

were looking for him-could prevent him from
going, in.
#72: What,did he seem to need to get through?
#08: He did not. have any official pass. Wasn't
successful. No, no official invitation-.
Ah...but, hye's got the attire and the ability
to. blend. I-think_he.was just waiting his
,time to be selective about w;hick. one he was
going to attend. I said Morocco. It could be
Jordan. But,. it's something like that, Morocco,
Jordan. Something like that.
#72: Okay. Ah....... operating by himself. Impression
of that?
#08: Yeah. It didn't start off that way. I got the
impression that, that he went to Florida, and
that.was to...there's a question there of
contacts of arms of getting back into the, the
stream of people within that circle of bad guys
that would help him, and he did-get help. I
think all he got was the weapon...and the silencer.
And, then he started off.
There's. something that stopped him because I
had this overlay....when I ,started with him,.
I.figured I_might as well use the world maps.
I had the overlay of the world map. Then it
became North.Ame.rica.. So, I just used that.
North America, and, ah, with Canada above and
the States below. Then I had-him in Florida.
Then I had him coming up in our own Virginia.
North Carolina, Virginia. There was a red
line. He had, he had trouble there, and he
couldn't.penetrate for a while. He couldn't
get through.until you pushed me up in time,
and evidentally he got through somehow. But,
there's. something there that he couldn't, he
was afr;aid, but, he couldn't penetrate. But,
evidentally he did later. on. I don't know.
I don't.. know. why.

#72: Did you. look at him?
#08: Yeah. Pretty suave, pretty....ah....
#72: Does he look like the photograph?
#08: Ah......... more or less ...... less.than .more.......
Ah.....,his hair, is,different..... ah.....he
wants to look the part of the diplomat or.the
civil servant from a.foreign country. That's
what he's.putting..... his trust in, and that's
what he's.u.sing. Ah...physical appearance.
5 8, 5.7 maybe.. Definitely medium built, but
not paunchy at-all and very very strong
individual. But, not obese, and yet not over-
weight. either. He doesn't look like a wrestler
or anything like that, but, I'd definitely put
.him into that. category of medium built. He's
not that tall.
#72: Okay. Let's see if they have anything they
want us to-try to sketch out for them. Anything
to sketch out? Think maybe they've gone home.
No, they're. thinking. Okay.

#08: No.. I can describe.that. There'.s no real
reason to sketch that.. It's on a wide sidewalk.
Like Constitution Avenue or Pennsylvania Avenue.
And, immediately from the sidewalk isa cement
set of stairs. And, above the cement stairs.is
a official type building. I didn't concentrate
on it too much, but.there appeared to be columns.
So, it's historical. It's like a museum. It's
.like something like that.. That entire, that
entire drag along this........

Yeah, yeah. It's, he was, he wasn't that far
away from the Washington Monument. He was just
walking on.t.hose...that long street killing time.
No. One bu.ilding's.not going to help.
