Approved For Releass000/09/08 : CIA-RDP78-06365A001000050002-5 HEADQUARTERS AIR TRAINING COMMAND April, 1967 z s.r r.~k ~", F4+ 1., Conclusive evidence. resulting from almost four years of analysis, development, and validation, has indicated that the programmed instruc- tional systems approach to training is a valuable and vital forward step in training development and presentation. In order to assure its wide application as soon as possible, the development of instructional systems can no longer be reserved to instructional systems development teams. The principles, methods, and techniques used to develop, validate, and present programmed instructional systems must be added to the repertoire of all training activities. Therefore, it is incumbent upon all activities concerned, through appropriate training, to develop the capability to apply this new technology as soon as possible. 2~ This plan implements ATC's instructional Systems Development Program. It provides for application of the principles of programmed learning and the instructional systems approach at the operating level of training by training activities, thereby producing training courses, using the latest developments in training research and instructional technology. As this learner-centered approach is now operational, monitorship of the instructional systems development teams is trans- ferred from DCS/ Plans to DCS/Technical Training and the Surgeon, as appropriate. The instructional systems development teams and the Programmed Learning Advisory Service Division will be used to provide technical assistance at local and headquarters staff level, as required to implement this plan and support the operational efforts 0 V.
