I am enclosing correspondence which has passed between
Dr. Roman Smal-Stocki, Director of the Slavic Institute at Marquette
University, and the Vice President.
As the letter from Dr. Smal-Stocki dated May 14 indicates,
this proposal is submitted at the suggestion of former Congressman
Charles Kersten. Mr. Kersten discussed this project with the Vice
President some time ago and the latter suggested that some definite
program should be put on paper and this has now been done.
There is envisioned here a study center which would have
for its purpose the training of cadres. of various nationalities both
from the Iron Curtain countries and the so-called un-committed areas
who, when they went back to their home lands, would be far better
equipped to combat Communism within their own country. A more
subtle approach has been suggested in that the announced purpose of
this study project might be stated as an effort to determine what we
do from an economic standpoint when the Communist government of
Russia and its satellites fall. It was pointed out that certain questions
of great economic significance would arise and we might stress the
inevitability of such an occurrence by the mere fact of the establish-
ment of such long-range planning.
Admittedly, there may be unanswered questions which will
be raised by the proposal here, but the Vice President asked me to
send it to you as he felt that the general idea has merit and should be
fully explored. I know he would appreciate it if you could let him know
your reaction.

The Slavic Institute of Marquette University suomits the enclosed
Ulan for two projects dealing with Americas active resistance to
Communism at the suggestion of former Congressman Charles J. iersten.
The first project consists of gathering and publishing research
on Slavic subjects which have not been published in the 'Tnited States
to date. They deal with the history of the churches in the Slavic
nations, the Slavic political emigration to the free world Between
1920 and the present, and the history of contributions of the Slavic
nations to the culture of the United States.
This will prove to the nations behind the Iron Curtain that irnerica
hap its roots in the Slavic world, through its 15 million citizens of
Slavic origin, and tat there is a cultural and blood tie wii;,i ine
Slavic nations currently behind the Iron Curtain. Tho estimate,:
cost of this project, exclusive of the cost of legal services and the
cost of administering the grant of ,.,*arquette University is 4570, 100,
project for a three-year period.
The second project aims to .;stablish a. center and proi,ra;;; to
train cadres in the objective stauies of communism b;, various nationals
w o will go back to their co:ntries or exile to fight for resistance
to the colonization of minds of tneir co trymun by the in;eiuious
agents of Moscow. The cost of this type of ,prorran cannot be estimated
at this time since its scope and range must be detenuir.>.' by the various
agencies of the United States Government,

The Slavic Institute of Marquette University, instituted by action
of the President of Marquette University, and responsible to the Academic
Vloe President, has been active since March 9, 1949,
In addition to various lectures given by its members, the Institute
sponsored a conference on "the Church Behind the Iron Curtain", in May,,
1966, as part of the 75th anniversary of the founding of Marquette University,
The Institute publishes THE MARQUETTIs SLAVIC STUDIES, and has two
volumes in circulation:

Its present plans are twofold:
1, To conduct research and publication projects to strengthen
the oppositional spirit of scholars, professors and students among
all Slavic nations behind the Iron Curtain (Poland, Czechoslovakia,
Yugoslavia, and Bulgaria) and in the Soviet Union (Russia, Byelo.
Russia and Ukraine), demonstrating to them America's interest and
moral support in their fight for academic freedom against Communist
dictatorship,
The projects bear particularly on three fields which have
been neglected in Slavic area studies in the United states:
a, The History of the Churches (Catholic, Orthodox,
Protestant and Hebrew).
b, The History of Slavic political emigration in the
free world since 1920 (Russians, Ukrainians, Byelo-
Russians) respectively, and since 1945-6, (Russians,
Ukrainians, Byelo-Ruthenians, Poles, Czechs, Slovaks,
Slovenes, Croats, Serbs, Macedonians and Bulgarians),
the history of their political trends and ideology,
and the history of their literatures created in the
free world.
c, The history of the oent*tibutions of all Slavic nations
and their cultural heritages to American culture and
civilization. The purpose will be to present the greatness
of the United States, to make all Slavic nations behind
the Iron Curtain proud of the fact that America, the
present leader of the free world, also has its roots in

Slavic origin, and that America is well aware Of
this fact, and appreciates this contribution by
not c';iscriminating against tx.ericans of Slavic
extraction as Soviet propaganda claims,
Manuscripts for the proposed books woulc: be solicited from
scholars in these fields who are currently located in the United
States, or anywhere in the world.
2, To help the United States and the world-at-large by training
cadres in an objective expose of Communist. philosophy and its
practical application which will eventually help in establishing a
bulwark against it. Students and scholars from countries behind
the Iron Curtain as well as those from the "uncommitted" areas of
the world must be taught the truth about the Communistic ideology
so they may be "arced" with this "weapon of truth" for a "first line"
battle against it on their home ground,
This project would delve into an area which has not been
fully exploited in the United States, and would:
a Bring to the United States, and to Marquette Univerit.y,,
students and scholars from the uncommmitteed areas of
the world, and scholars from the Iron Curtain county i "s
now in exile,
110 Train them in the basic fundamentals of the Communist
philosophy, the practical applications of it as shown
concretely in the history of our times, and the subtle
innuendos and overtures which that philosophy promotes
in striving to win the battle for men's minds and
eventually, their countries.
c, Explain the objectives of "Panslavism" and its impli-
cations.
d. Return these students and scholars to their homelands
or to such areas of the world as necessary for them
to serve their countries t aspirations by protecting
them against clever means the Communists employ to
woo them into their orbit.
It is advanced because there is a need for this type of
training program at the present time, The secret of Soviet expansion
has been and is based on training of cadres who are always in readi-
ness to take control or help install regimes when the ideal. time
and circumstances permit.
The Fuibright program is limited and does not train cadres
for this ideological battle.
Exact details concerning the screening of candidates for this
program, granting of visas, transportation to the United States and
Marquette University, travel, housing and food allowances, tuition#
and return transportation will be worked out when the definite scope
and range of the program is established. This would depend on the
size of the grant, and definition of its immediate objectives by
the governmental agency making the grant.

Final Aids
Publication Project.
The final aim of the publication project is to publish
the research on the subjects outlined in Appendix 1, 2, and 3,
in the series of HA.RdTETTE SLAVIC STUDIES, to create lasting
scholarly American-Slavic traditions which will strengthen the
sympathies of all Slavic nations for the United States at the
present and in the future, and after the fall of Communism,
as a basis for the friendship of all Slavic nations toward America
for political and cultural cooperation.
Cadre Project,
The final aim of the cadre project is to help the United
States attain leadership in building an informed, intelligent,
and influential resistance to Communism in the uncommitted areas
of the world, by training students and scholars who are citizens
of those countries in an objective understanding of the errors
of Communist philosophy and application of that ideology which
aims to enslave their nations. Cadres for countries behind. the
Iron Curtain will be of help in exile as they inform their country-
men of the nature of their enemy and the truth which underlies
the falsehoods of Communism and all it represents. They can help
the Free world in the battle for the mint's of people behind the
Iron Curtain.
