developed on the draft Comprehensive Inspection Plan.
The plan includes many technica-, features requiring elaborate study
and these fall largely outside our competence. US have, therefore, con-
fined our cooments to general issues and considerations affecting the
role of intelligence in relation to the ,plan.
if the TWR ehould accept our inspection arrangement as envisaged
in your draft, the intelligence community would be presented with a
ma?mificent opportunity and at the same time fiirreaching responsibilities.
It is, therefore, important that there be the clot et coordination between
the intelligence agencies and those responsible for developing the detailed
plane for the Data Analysis Center. Moreover, it will be highly desirable
to supplement the overt agreed inspection Alth appropriete collection
activities by the intelligence agencies for purposes of 'verifying and sup-
plemmatin:7 the data collected. We stand ready at the appropriate time to
work out the necessary detailed arrangenente to accomplish the foregoing.
