The recent influx and growth of agencies engaged in covert intelligence collection, and related activities, within this command since the promulgation of reference instructions require a reaffirma- tion of CINCFE and SCAP policy on control and coordination of opera- tions. This directive applies particularly to relations with G-2 Doc Research; Hist Sec V (OPC); ASAPAC; FBIS; OSI/FEAF; 25X1 A-2 FEAF and FIO/COMNAVFE. A series of incidents involving areas of interest to CINCFE and to SCAP in his international function indicate that clear cut command channels must be established and effective co- ordinated controls be applied and strictly adhered to. 3. The AC of S, G-2 is charged specifically with coordination, surveillance, examination and approval of plans to be executed jointly or unilaterally by agencies conducting intelligence opera- tions., or related activities within FEC or originating in FEC and directed into contiguous areas in which FEC of SOAP have concurrent interest. To avoid repetition of injudicious intelligence operations conducted within the FEC and within the purview of SOAP, it is directed: a. That there be no unilateral negotiations, contacts, or staff arrangements or exclusive understandings with the subordinate troop commands of staff agencies of FEC, in connection with clandestine and/or covert operations; whenever such contacts or arrangements are necessary, they will be coordinated by G-2, FEC. 10P SECRET Approved For Release 2007/06/28: CIA-RDP80B01676R004000130058-3 ~6D 2ZZ Approved For Release 2007/06/28: CIA-RDP80BO1676R004000130058-3 b. That planning for joint operations in the peripheral areas in which FEC and SCAP have primary tactical or strategical interest will be on a joint basis in which operating agencies in FEC, but located outside of Tokyo, will have a permanent representative attached to JSOB/G-2. Tokyo, and no operation will be undertaken without initial joint planning in which the relative risks of dis- closure, compromise or repercussions on FEC and SOAP are thoroughly explored and evaluated. c. That no Japanese or other oriental or foreign resident, transient or otherwise, in Japan, will be employed in any intelligence activity by any command or agency without security check and complete clearance from G-2. d. That there will be no operation of subject nature based in Japan or in an area under the control of CINCFE without the.com~_ plete knowledge and concurrence of CINCFE. 5. (Note: The omission of a para 4 is same as original). a. The principle of full exchange of intelligence reports between military and civil agencies operating in FEC areas of inter- est will apply under theater procedures established by CINCFE. b. The dispatch of intelligence materiel, documents, records and reports to areas outside the Far East Command by any military or civil agency will be coordinated by and cleared with the Assistant Chief of Staff, G-2, and copies filed therewith.
