The pact was aigned at the JIJI preas head office in downtown ~okyo between President Tadayoshi Ohata and XINHUA President Zeng Tao. Later, Tao and hia party, now in this country at thP invitation of the major Japanese News Agency, inspected its main news room. FOR OFFICIAL USE ONLY INTERNATIONAL Ab'FAIRS _ FRG-FRANCE SATELLITE AGREENiE~VT EXPECTED BEFORE 6 APRIL Paris AIR & COSMOS in French 9 Feb 80 p 49 ~Article by Pierre Langereux~ (~Text~ Tne draf t Paris-Bonn intergovernmental agreement on the first French (TDF 1) and German (TV-SAT) direct TV satellites was forwarded to the French government on 1 February by the FRG ~Federal Republic of Ger- _ many~ Ministry for Research and Technology ~BmF'_~, according to an announcement made by Dr H~rmann Strub,director.ot aerospace affairs of the BmFT, at the opening oE the Symphonie :;ymposium in Berlin on 4 February. An agreement has already been reached on principle between the French - minister of Industry and the minister of the BmFT regarding the draft aqreement. The latter provides for the development, construction and launching of two pre-operational. satellites for 12-GHz ditect-TV tranamis- sions, and for the the creation of a Franco-German industrial group to build these national satQllites and �utute satellites for export. The two pre-opexational satellites will be launched by Ariane rockets, fro~a Kourou in 1983 and 1984 reapectivel.y, to broadcast national TV programs. The - - financial protocol of the draft intergovernmental agreement forwarded to Paris provides for joint and equal French and German financing of the - development costs for the pre-operational direct-TV satellites. Germany plans to dedicate around 250 million DM for its share of the development costs, according to Doctor Strub. This, together with the French share _ will thus bring the total developmental program cost to around 1.3 billion _ francs. However, in consideration of Fr.ance's major share in the Ariane launcher program, the georlraphical diatribution of the development work on the pre-operationaX direct-TV satellites will be made on the basis of _ a 54 percent indus~~~ial return to Germany and 46 percent to France. ~ The draft agreement already ~een worked out in sufficient detail to serve as a ba~is �or cooperaLion between the two countries, especially insofar as concerns its technical and tinancial annexes, Doctor Strub said. _ The two (French and German) ministers concerned also alluded to this docu- ment during the Franco-German aunanit held this week in Paris. But the detailed negotiations will take place over the next few weeks. The new Franco-Gsrman agreement, therefore, could be signed within 2 raonths (by the beginning o~ April). He added that in "this case, "other indus- trial firms of the two countries will grobably be integrated into the con- sortium, although the four founding firms will retain reaponsibility for its projects." The new consortium is an enlargement of the Franco-German EUROSATELLITE group formed ataout 3 years ago by AEROSPATIALE and MBB with the Belgian ETCA ~expansion unknown~ firm, which, according to last minute reports, will also take part in the production of the Ere nch and G~rman direct-TV satellites. The new group will probably retain the name EUROSATELLITE. Hubert Curien, president of the CNES ~National Center for Space Studies (French)~, asserted that "this arran5:ment was by far the most likely," and " that he feels "this will very shortly be borne out." The most recent problems regarding German participation in the ARIANE5PACE company that produces the European Ariane launchers are seemingl.y on the way to bei,ng reaolved. "Germany �ully intends to join ARIANESPACE," Doctor Strub stated categorically. He considers that the definitive contracts i~n this regard will probabl.y be signed "r,rithin the very next few days." Thence�orth, there should be no further obstacles to the new French-German space cooperation decided at t:~e summit, on 2 October 1979, by Chancellor Schmid t and Preaident Valery Giacard d'Estaing. These French and German direct-TV satellites w~ii t~ tr~e aequels of the Symphonie +-..elecommunicationa satellites, whose �ifth anniversary is currently being ce].ebrated in Berlin.
