JDA CONFIRMS USSR NAVAL AID TO SRV

[Text] The USSR-Vietnam Friendship and Co-operation Treaty was concluded
on Ilovember 3 of last year, and the first anniversary is coming ahortly.
The JDA, on the 9th, confirmed the results of an analysis which states,
"During the past one year, the Soviet Pacific Fleet granted eight warships,
including two escort ships, in all, to the Vietnamese Navy.'� The said _
USSR-Vietnam Treaty aims at military co-operation between both nations, too. _
The JDA views that the granting thereof is a measure based on the said Treaty,
but the JDA attaches extreme importance to the fact that a military support
of actuaZ fleet scale was offered to Vietnam in the first year after con-
clusion of the Treaty. Although the warships granted are considered and
= limited to use for only coastal guard, it is obvioua that the military
support offered by the USSR has granted power to the Vietnamese Navy which
had minor pmwer. Then, the JDA predicts that there are sufficient possi-
bilities of there being an additional grant after this November. For thia
reason, the JDA will keep in contact with the US Navy, too, and will etrength-
en its guard against the moves of Soviet warships bound for Vladivoatok and
Vietnam.
The first grant of warahips to Vietnam from the USSR was carried out at the
- end of November of last year right after conclusion of the USSR-Vietnam
Treaty. Two PETYA-class eacort ships [Displacement: 950 tone (1,150 tona, '
fuZl load); Length: more than 80 metera; Guns: 2-- 76 mm. caliber (twin),
4-- anti-submarine rocket guns (four quadrupled); Tubes: 1-- 16 tnch
(quintuple mountings); Speed; 30.0 knots (kts.)], being piloted by two
tugboats, navigated southward through the Straits of Tsushima, and enCered
a port in Vietnam.
Since then, at the beginning.cf April, two SHERSEN-class patrol boats [15Q
; tons, four guns of 30 mm. calibex mountings] were delivered to Vietnam.
Besides, two additional, same-clase torpeda boats [150 tons each] were also
granted to Vietnam around late August. Further, around the 5th of this
month, two OSA II-model missile-mount patrol boats [165 tons each) wese =
seen to go southward through,the Straits of Tsushima. The JDA firmed up -
that they were also granted to Vietnam. Thesa boata have the capability of ~
_ lauacfiing four "STYR" ship-to-ship missiles [Effective range: 40 kilometera;

no nuclear warhead mountinge], and they were granted to Vietnam for the :
- first time, along with the delivered PETYA-clasa eacort ships.
The Vietnameae Navy had had only the low-level power of coastal guard, which -
principally co~sists of two 1,500 - 1,800-ton class escort ships which were
- granted to South Vietnam by the US, and three Soviet-built patrol �thipa of _
the 200-ton class. The JDA views that the warahips, which were given to
Vietnam by the USSR, may come to have big power of in�luente. Eepecially,
_ it is said that if thQy become familiar with the us~ of these PETYA-class ~
_ escort ahips and OSA-class missile boats, they will attain the capability
of a small suxface attack. Then, the JL~ says tha~ they may come to be not
despicable power according to the st~rategy.
In connection with the Soviet side's; purcposes in granting them, at first, -
the JDA viewed, "They principally aim a~ improving the capability for the
coastal guard of Vietnam itself." However, after the outbreak of the
~ China-Vietnam dispute in July, China aimed at transportation of goods by
sea by using small ships in order to support the POL POT Regime of Cambodia.
In contrast with this, the Vietnamese side carried out surface actions which
were meant as containment tactics against Cambodia. Therefore, the USSR in-
tends to back up Vietnamese naval power on a full scale, and, judging from
~ this factor, the JDA surmised that the USSR started its granting of warships
- after April. In view of the granted warships imcluding the PETYA-clasa -
escort ships and the OSA II~class as well, they ~.lways consist of a pair of
the same k~nd of w�arships. That is, it is said that, although admitting
the small scale, these warahips can be operated as two units."
According to a JDA survey, the Soviet Pacific Fleet has been often aeen to
~ take actions, which can be taken as joint actions with Vietnam, after the
- occasion of the USSR's granting the warships to Vietnam. When the China-
Vietnam dispute occurred in February, a flagship and the SVERDLOV remodeled
~ missile cruiser "ADMIRAL SENYAVIN" were dispatched to the East China Sea by
the USSR, and these dispatched warshipa checked the moves of the Chinese ~
forces. At the end of ~ugust, too, a SVERDLOV-claes cruiser and a KOTLIN- ~
class destroyer were dispaiched to the sea off Vietnam in regard to the
USSR's actions. Even after the breaking off of the conflict, China-Vietnam
relations have seen continuing skirmishes in the border zone. It is pre-
dicted that the moves of both China and Vietnam will become active around -
the end of the rainy season a�t~~r December. Then, the JDA presumes that ~
there are possibilities of carrying out joint actions between the USSR and ~
Vietnam as well ~s the granting of warships by the USSR to Vietnam. In vie~o i
of this reason, the JDA, keeping in close touch with the US Navy too, will ~
strengthen its guard.
The JDA is nervous about the linkage between tt~e Soviet and Vietnam naviea
since there is a fear that Vietnamese harbors can become bases of the Soviet ;
Navy on this occasion. In case the Soviet forces atationed in the Far East ~
= make uae of Vietnamese harbors and sirporta as t:ranait bases for auppliea
between the Maritime Province of Siberia and the Indian Ocean, it is viewed

that "the security for Japan's marine tranaportation routes will be
affected" (1979 Defense Whi*_e Paper). For this reason, the JDA will ex-
plain the real situation of the naval exchange between the USSR and Vietnam
in the past ~ne year to US Secretary of Defenae BROWN, who is to visit the
JDA on the 19th, too, in detail. After that, the JDA intends to co-ordinate
countermeasures from now on. .

[Excerpts] A Japanes~ oil business official recently met wi~h an authorita~~ _
� tive Vietnamese Government eoutce regarding Vietnam's oilfield development ~
- in South China Sea off Mekong River Delta. Development of the reportedly
vast oil resources in the region has been under study for some time now.
The official has quoted the V'ietnamese source as saying that Vietnam now _
c~n expect co~uercial oil production in that region sometime between the
latter half of 1980 and early 1981, and that it will permit Japan, too, -
to participate in the development pro3ect.
: Vietnam already decided to incorporate oil strategy into its third 5-year '
plan beginning in 1981 and thus appears ready to make all-out eff~rts for
oil development. As a result, the pro~ect off Mekong River Delta is likely _
to become a ma~or focal point. -
Nguyen Chan, director of the SRV General Bureau of Oil and Natur,:~7 Gas, r~e-
cently told the Japanese offfcial that "We maintain an open-door ~blicy ~
- over oil development off Mekong River Delta. Vietnam is prepared :o enter i-
into negotiations witn Japan if it so desires." ;
~ Japanese oil businesses had been trying hard to take part ia the development ;
_ ~ pro~ect but failed to obtain an affirmative Vietnamese response.
According to latest information obtained by the Japanese official who has be9n '
_ in close contact with the Vietnamese Government, the General Bureau of Oil i
and Natural Gas, created following the unification of North and South Viet- '
- nam in 1975, has been in charge of t~e oil development program. According . I
to a report prepared by this buresu, the preaent participants in the pro~ect
off Mekong River Delta are (DEMINER) of West Germaay, (AJIPP) of Italy, i

Vietnam had been dependent on Ch{.na for the crude oil supply that accounted
for 20 percent of its domeatic needs beflore it was cut o�f. The USSR, Libya,
_ Iraq and Kuwait are now supplyin~ 'vietnam with crude oil. The problem is
the lack of refining facilities. While it has tu depend on refineriea in
- Singapore for the time being, Vietnam is planning to build its own refining
I complex in the vicinity of Ho Chi Minh C{*_; or on Vietnam's southern coast.

JAPANESE HEADING TOWARD RESUMING AID

[Text] ~he Government has been continuing consultations among the Minis-
tries concerned, such as the Foreign Ministry and the Finance Ministry,
_ on the han~ling oi aid to Vietnam for this fiscal year (~4 billion in
nonreimbursible aid and ~10 billion in reimbursible aid), which aid the
Government has frozen temporarily for reasons of the out~low of refugees, .
- etc. By the 13th, the Government has decided on the policy of resuming
aid. It also has decided to extend about 30 commodities as aid, includ-
ing dyestuffs and medical supplies. The Government will show the list of
items of aid commodities to the Vietnamese side in the near future, through
- the Japanese Embassy in Hanoi. It will resume the extending of aid even
toward the end of this month, if early.
The items of aid commodities which hsve been decided this time include,
_ in addition to dyestuffs and medical supplies, agricultural chemicals,
cement, chemicals, and electrical machinery. The greater paxt of these
items are consumer goods. The planned reimbursible aid will be extended i
on a yen basis.
In regard to aid to Vietnam, agreement was reached, at the talks held I
between Foreign Minister Nguy~n Duy Trinh, raho visited Japan toward the
end of last year, x.znd Foreign Minister Sonoda, on extending aid amountin~
~ to ~14 billion, on the same level as that of last year. ~
However, there were the continuous occurrences of the attack against ;
Cambodia by Vietnam and the outflow of a large number af refugees from j
Vietnam. In this connection, the various ASEAN nations and China have ~
been requesting Jspan to give careful consideration to sid to Vietnam. ~
Japan, on its part, too, has been freezing the extending of aid, for t~e ;
reason that even if Japan extends aid in nonmilitary co~mmodity items, the ~
outflow of refugees is causing a sense of crisis among the various ASEAN ~
nations. ~
