The JDA, on the 9th, confirmed the results of an analysis which states, "During the past one year, the Soviet Pacific Fleet granted eight warships, including two escort ships, in all, to the Vietnamese Navy.'� The said _ USSR-Vietnam Treaty aims at military co-operation between both nations, too. _ The JDA views that the granting thereof is a measure based on the said Treaty, but the JDA attaches extreme importance to the fact that a military support of actuaZ fleet scale was offered to Vietnam in the first year after con- clusion of the Treaty. Although the warships granted are considered and = limited to use for only coastal guard, it is obvioua that the military support offered by the USSR has granted power to the Vietnamese Navy which had minor pmwer. Then, the JDA predicts that there are sufficient possi- bilities of there being an additional grant after this November. For thia reason, the JDA will keep in contact with the US Navy, too, and will etrength- en its guard against the moves of Soviet warships bound for Vladivoatok and Vietnam. The first grant of warahips to Vietnam from the USSR was carried out at the - end of November of last year right after conclusion of the USSR-Vietnam Treaty. Two PETYA-class eacort ships [Displacement: 950 tone (1,150 tona, ' fuZl load); Length: more than 80 metera; Guns: 2-- 76 mm. caliber (twin), 4-- anti-submarine rocket guns (four quadrupled); Tubes: 1-- 16 tnch (quintuple mountings); Speed; 30.0 knots (kts.)], being piloted by two tugboats, navigated southward through the Straits of Tsushima, and enCered a port in Vietnam. Since then, at the beginning.cf April, two SHERSEN-class patrol boats [15Q ; tons, four guns of 30 mm. calibex mountings] were delivered to Vietnam. Besides, two additional, same-clase torpeda boats [150 tons each] were also granted to Vietnam around late August. Further, around the 5th of this month, two OSA II-model missile-mount patrol boats [165 tons each) wese = seen to go southward through,the Straits of Tsushima. The JDA firmed up - that they were also granted to Vietnam. The Vietnameae Navy had had only the low-level power of coastal guard, which - principally co~sists of two 1,500 - 1,800-ton class escort ships which were - granted to South Vietnam by the US, and three Soviet-built patrol �thipa of _ the 200-ton class. The JDA views that the warahips, which were given to Vietnam by the USSR, may come to have big power of in�luente. Eepecially, _ it is said that if thQy become familiar with the us~ of these PETYA-class ~ _ escort ahips and OSA-class missile boats, they will attain the capability of a small suxface attack. Then, the JL~ says tha~ they may come to be not despicable power according to the st~rategy. In connection with the Soviet side's; purcposes in granting them, at first, - the JDA viewed, "They principally aim a~ improving the capability for the coastal guard of Vietnam itself." However, after the outbreak of the ~ China-Vietnam dispute in July, China aimed at transportation of goods by sea by using small ships in order to support the POL POT Regime of Cambodia. In contrast with this, the Vietnamese side carried out surface actions which were meant as containment tactics against Cambodia. Therefore, the USSR in- tends to back up Vietnamese naval power on a full scale, and, judging from ~ this factor, the JDA surmised that the USSR started its granting of warships - after April. In view of the granted warships imcluding the PETYA-clasa - escort ships and the OSA II~class as well, they ~.lways consist of a pair of the same k~nd of w�arships. That is, it is said that, although admitting the small scale, these warahips can be operated as two units." According to a JDA survey, the Soviet Pacific Fleet has been often aeen to ~ take actions, which can be taken as joint actions with Vietnam, after the - occasion of the USSR's granting the warships to Vietnam. When the China- Vietnam dispute occurred in February, a flagship and the SVERDLOV remodeled ~ missile cruiser "ADMIRAL SENYAVIN" were dispatched to the East China Sea by the USSR, and these dispatched warshipa checked the moves of the Chinese ~ forces. At the end of ~ugust, too, a SVERDLOV-claes cruiser and a KOTLIN- ~ class destroyer were dispaiched to the sea off Vietnam in regard to the USSR's actions. Even after the breaking off of the conflict, China-Vietnam relations have seen continuing skirmishes in the border zone. It is pre- dicted that the moves of both China and Vietnam will become active around - the end of the rainy season a�t~~r December. Then, the JDA presumes that ~ there are possibilities of carrying out joint actions between the USSR and ~ Vietnam as well ~s the granting of warships by the USSR to Vietnam. The Government will show the list of items of aid commodities to the Vietnamese side in the near future, through - the Japanese Embassy in Hanoi. It will resume the extending of aid even toward the end of this month, if early. The items of aid commodities which hsve been decided this time include, _ in addition to dyestuffs and medical supplies, agricultural chemicals, cement, chemicals, and electrical machinery. The greater paxt of these items are consumer goods. The planned reimbursible aid will be extended i on a yen basis. In regard to aid to Vietnam, agreement was reached, at the talks held I between Foreign Minister Nguy~n Duy Trinh, raho visited Japan toward the end of last year, x.znd Foreign Minister Sonoda, on extending aid amountin~ ~ to ~14 billion, on the same level as that of last year. ~ However, there were the continuous occurrences of the attack against ; Cambodia by Vietnam and the outflow of a large number af refugees from j Vietnam.
