Police said the man injected himsel.f' with about 15 milligrams of tnor- phine after forcing Sisters Arnold and Crusgrove to unlock the cabinet short- ly after midnight. They said he took all the addictive drugs and forced the sisters to go with him in one of their cars. They drove about 6 kilometres~ then the man seemed to become confus~d and ardered the car back to the hospi- ~ tal. He then tied up the sisters anu locked them in sepaxate rooms. They eventua,lly freed themselves and called the police. They have charged a 27- yeax-o1d Horsham inan w3th burglary, kidnapping~ and armed robbery. [Text] [Melbourne THE AGE in English 29 Mar 79 p 12] MELBOURNE HEROIN IMPORTERS--Melbourne: Three people appeared in the City Court yesterday on charges related to the importa.tion of about $250~000 worth of heroin. Ismet Mehmedoff was chaxged with importing about 226 grams of he-~ roin between February 3 and March 24. Fikret Mustaffof and Janice Lee Warren were charged with being knowingly concerned with the importation o.f heroin. Mu~taffof was also charged with being in possession of a silencer and with not having a shooter's permit. Magistrate Gillman remanded the three till May 1. No pleas were taken. Janice Warren was allowed bail but Mr Gillman refused bail for the twc men. Science Depaxtment chemist Jane Noela Watson said analy- sis of samples from 27 plastic bags handed to her showed the material to be impure heroin and caffeine. Senior Sergeant 'P.J. Wightman said John Robert Conway~ 25, - of Diamond Street~ A~.exandra Hills, told police he was to receive $100 for each bag of heroin delivered. Conw~y did not enter a plea to a charge of having possessed heroin on 5unday for an illegal purpose. Senior Sergeant Wightman said the police case would be that a group of children saw a man buxying scme- thing at BeLnont. The father of one of them recovered a jar containin~ 10 plastic ba~s and eight foil paxcels. Police believed these h~ld 283 grams of heroin. Jed Elem~ 31, of Eildon Court, St. Kilda, w~s found guilty by a jury of having trafficked in a drug of addiction. Judge Somerville was told the t~arcel held 28.38 grams of white powder--5.5 grams of it was pure heroin. It had a street va?ue of $5600. In the spring of 1978, a speargroup for the narcotics issue, led by Gerhard Larsson, submitted a nine-point program. The emphasis of . the program wae to strengthen Che already established drug clinics. Through its work the group had found that money was especially needed in connection with long-term rehabil3tation, in treatment homes and family clinica. At that time treatment homes could accommodaCe 180 addicts. The group suggested expansions in order to facilitate at least 160 more. , Tamily clinics were able to accommodate 130 addicts and the group wanted to provide room for at least 130, preferably 200 more addicts. The speargroup had investi~ated the situation thoroughly and it did not ; propose any more than what the municipalities could realistically imple- ment before 1 July~1980. The cost of the proposed program was 32 million � kronor. Parliament approved the program in June last year. In spite of careful planning in cooperation with city and county cuuncils, progress has been rather dismal after almost 1 year. Six accommodations have been added jn Stockholm. Goteborg has added none. Instead, 15 accommodations have been terminated at Lillhagen hospital. There have been no additions in Malmo. In medium-sized municipalities plans have proceeded somewhat like the speargroup had anticipated. Idealistic organizaCions have also accepCed some of the responsibility. The Hassela collective in Halsingland has ' provided 12 new accommodations.
