NARRATIVE REPORT I ^ INTERIM
The purpose of this contract was to provide NPIC with a quick response
capability for repairing complex electronic equipment and building elec-
tronic modifications. Three work orders were exercised, two to repair the
Digitized Measuring Light Table (which ]built) and one to fabri-
cate a modification to an on-line terminal console. The three work orders
were carried out, but the modification (a remote panel) was not checked
out properly before installation. The engineer had not thoroughly evalu-
ated the problem and did not realize that his proposed hook up would only
work in one mode of operation. In attempting to hook up the remote unit,
the engineer apparently shorted a circuit in the terminal (blowing a
transistor), which required two hours for NPIC technicians to locate and
repair the damage. After the engineer "installed" the remote unit and
left, it was found to have a bad circuit in it, 120 volt leads were not
covered, and other wires were left hanging. Since the contract expired
before the remote unit was operating properly, the contractor could not be
forced to alleviate the problems. NPIC technicians disconnected the remote
unit so the main-terminal could be used. After some delay, drawings.were
supplied. NPIC technicians were able to repair the remote unit and in-
stall it; but the unit failed shortly thereafter, and NPIC technicians have
not had time yet to troubleshoot it.
