Pamphlet entitled Florida, Advancer Beachhead into the World of Tomorrow Havana, Cuba, Editorial Echeverria, 1958), by Miguel F. Kohly REFERENCE . Letter from Miguel F. Kohly to the DCI, dated 20 October 1958 (attached) 1. The Subject Pamphlet is a chapter from a book entitled Inter-American Roads, which deals with "observations, studies, and reports about inter-American relations and economic horizons, from a Latin American approach". Although a copy of this latter work is not available at present, information in the Subject Pam- phlet indicates that the book was published in 1958 and that Kohly is one of its authors, if not the sole author. Although pro-United States, favorable to free enterprise, and anti-Com- .munist, the Pamphlet is unfortunately superficial and basically promotional. 2. The main purpose of the Pamphlet Florida, Advance( Beach- head into the World of Tomorrow seems to be the promotion of the idea of the development of Cuba as a center for economic and tourist interchange between the Americas, and as concomitant the further economic development of Florida as the closest point to South America in the United States. A principal vehicle for this development would be the completion of an international road-and-water-route from Florida through Cuba to Yucatan, to connect with the inter-continental highway in Honduras. The mutual economic, defense, and cultural benefits for the United States and Latin America, which would result from the interchange .made possible by such a communications net, would be of vital importance for inter-American solidarity and would aid in over- coming the menace of Communism in the Western Hemisphere. 3. The author points up the dangers to the Western Hemi- sphere from direct and indirect Communist aggression and pene- tration, and, as a positive suggestion for the immediate improve- ment of inter-American relations, recommends that Latin America be developed through investment of private United States' capital, rather than through official economic aid. He says that no .matter how beneficent our . motives. may be in providing official economic aid, this method inevitably leads to resentment on the part of the Approved For Release 2002/01/30 : CIA-RDP80B01676R003800110003-8 Approved For Release 2002/01/3Q.:.CIA-RDP80B01676R003800110003-8 part of the recipient, who thus is placed in debt to the United States Government. Private United states investments would increase the buying power and import capabilities of the Latin American countries. Further, private capital uses its capabili- ties in a more efficient. manner than do governments. 5. In his Pamphlet, the author professes admiration for the United States, supports free enterprise, and is anti- Communist. He states that he went to school in the United States and that he has visited this country on various occasions. Also, that he has very close North American friends. Among these is an Augustine A. Coffey, his "Dean" in school in the United States. This Division has been unable to identify this individual. 6. Despite the author's pro-United States sentiments and possible standing in the Cuban community, it is recommended that only a routine acknowledgement be given his letter and Pamphlet. There would seem to be no need for this acknowledgement to go out over the Director's signature. The Pamphlet lacks sufficient value and originality to justify a reply by the Director; and, further, there is no way of knowing to what use a letter from the Director might be put by the recipient.
