Performance & Techniques Study - 25X1 25X1 BACKGROUND: NPIC's working relationship with the contractor, 25X1 on this contract has been very informa . Twice, during the life of the contract, NPIC diverted the Contractor from the original goals in order to accomplish unscheduled, but .essential, short-time-period tasks. Now, in April 1966, the contractor states in the accompanying letter why the contract cannot be finished by the original terminal date, 18 June 1966, and why 25X1 eels justified in asking for additional funds to complete the work. FACTS: Two P.I. Performance testing programs are currently underway in NPIC. They both require the expenditure of a substantial number of man-hours by NPIC's operational personnel who are serving as test subjects. Because of conflicts with operational work schedules, which, understandably, always take precedence over the test programs, both programs have been delayed several times through no fault of the contractor. One of the two programs, which is determining mensuration accuracy for TID/TAB, has progressed at a rate far slower than originally planned by the contractor. CONCLUSIONS: The contractor's request for additional funds to complete the work in progress is reasonable. The slowing of progress on the two test programs being run in 0 is a direct result of the assigned personnel being diverted from their roles as test subjects in order to do operational work of the highest priority. These delays are not the fault of the contractor, but they have meant and will mean more trips to Washington for the representatives of the contractor and more professional man-hours expended per data point. Image modulation----five levels Edge spread----five levels Image shape: a. Angles--four levels b. Radii--four levels (incomplete) 4. Image size-three levels. The second study is concerned with the accuracy of the interpretation and analysis of selected domestic missile sites as a function of ground resolution. It is now clearly evident that we cannot complete these two studies within the funds or time remaining on our contract. (The contract ends on. 19 June 1966 and as of 31 March 1966, Three major phases remain to be completed on both studies data collection, data analysis, report writing. The main difficulty has been and will be the data collection phase of each study. The data collection phase of the mensuration study began during the last week of November 1.965. Since that time, 15 of 25 GEMS have been measured. Assuming that a comparable data collection rate could continue, data collection would be completed around the end of July. Furthermore, we currently seen to have fewer subjects available to us because of conflicts with operations. These delays imply more trips to the East Coast and more professional man-hours expended per data point. has finished writing the computer program for the analysis of variance of the mensuration data, and a successful test-run of the program has been made. Within one expects to have a teletype link to 25X1 time-shared computer facility. With the program and the computer, we could probably complete the primary analyses of the mensuration data in a day. Second- ary analyses and report writing would require another month. Consequently, we are prepared to complete the mensuration study promptly as soon as the data have been gathered. Cenerally speaking, the data collection phase of the missile. study is going well. We have had to suspend operations twice due to conflicts with operations, but fortunately the actual read-out time has been less than we had predicted. It should be remembered, however, that the PI read-out represents only the first phase of data collection, a second phase will be conducted at the client's parent organization, and we have little notion at the moment of how long it is going to take. Finally, the analysis and report writing is going to be more complicated and require more tine than we anticipated. The reason is that we originally had not planned to use such a complicated response technique- the more complicated technique was adopted because it is a very close approximation of operational conditions.
