SUBJECT: Procurement of Prototype Model of the Fluid-Gate
Briefing Print Enlarger (BPE)
1. The representative of the agency concurring and signing this memorandum
accepts the understanding of procurement of the BPE as outlined below:
5X1 a. I will fabricate 2 prototype models of the
? BPE accpording to specifications agreed upon between NPIC and iIfor the
Naval Bureau of Weapons. The models will be exact copies of the master proto-
type BPE being fabricated for NPIC.
b. It is understood that some degree of risk or sacrifice in the
perfection of the equipment may exist with this type of procurement.
c. NPIC accepts the responsibility for joint procurement, administration
of the contract, and technical and administrative monitoring of the contract.
Technical monitors of the agency concerned will work closely with the NPIC monitor.
d. Cost of each BPE model will be ROM
if any, will be used for spare parts.

e. The prototype model will be scheduled for delivery about sixteen
months from the day F-1commences fabrication.
2. A series of limited tests have been performed on the "breadboard" BPE;
results of the tests of the equipment and the actual samples of the enlargements
made through the magnification range 3x to 60x shows it to be of very high
quality. Technically, the BPE can be expected to produce a yield not now
available and with superior results. It is understood that the procurement for
BPE prototype models is an unsolicited requirement placed upon NPIC and that
NPIC representatives are acting as agents in the procurement of the additional
prototype models.
