IAOPS FACT SHEET
SUBJECT: Inputs for MG Stubblebine
TO: Chief of Staff
Mr. Garrett/26848
10 April , 981
PURPOSE: (U) To provide weekly highlights of major operational activities.
FACTS:
1. (U) Operations Report. When INSCOM was formed, USAINTA published a
periodic operations report for the ACSI. Subsequent to INSCOM's establishment,
the pros and cons of continuing the report were discussed. As a result, a
multidiscipline operations report emerged. This report is disseminated bi-
weekly based on information received from field units. OPREP 06-81 is attached
as Inclosure 1 for your information.
2. (U) OPSGRAM. A matter of major concern to the field commanders is feed-
back from the headquarters. The OPSGRAM is designed to provide information
to all major INSCOM commanders. OPSGRAM 05-81 is attached as Inclosure 2.
3. (U) GRILL FLAME Briefing to Staff Members, Senate Select Committee.
a. (U) A meeting was held at 1500 hours, 3 April 1981 in a conference
room of the Dirksen Office building to discuss the Army role in Project GRILL
FLAME. Expressed concerns of the Senate staffers were: How is the program
going? What has been the pay-off? Legality of the Program; and Where are
you (Army) heading?
b. (U) The Army position was fully briefed, including our working
relationship with DIA. LTC Watt briefed for almost one hour on the growth
and development of the INSCOM GRILL FLAME Program. At the request of BG Wilmot,
several of the operational tasks that INSCOM worked on were included in the
briefing. LTC Watt outlined several of the evaluations we have received from
tasking agencies regarding our input.
c. (U) Manpower requirements were discussed, including our POM submission
for FY 82. The GDIP staff is considering our request for 5 spaces to support
this program. It was explained that INSCOM currently has a nine-man task
force working on the project, and that all resources are "out-of-hide" to
keep the program functioning. Hence, INSCOM was not asking for an increase
to the project manning level, but rather some relief from the current manpower
drain on existing resources.
d. (U) A special briefing will be scheduled for you on this subject. ?_,c,/
