Gentlemen:
As previously discussed, to alleviate the burden of predelivery
expenditures, it is respectfully requested that the subject contract
be modified to include a provision for Progress Payments of 80%
of total costs incurred, In accordance with ASPR Appendix E-510.1.
These payments would be liquidated at a rate of 72.4%; terms of
payment are not thirty days after submittal of invoices.
In performance of the subject contract, numerous equipment changes
have been incorporated in the design at no increase in contract price.
It is respectfully suggested that this factor be considered in your
decision in this matter.
