Approved For Release 2005/06/23 : CIA-ROP78BO5171A000400030033-4 SUBJECT: Procurement Coordinating Team Meeting 10 November 1971 AT AT AT 2. The primary purpose of the PCT meeting was to exchange operating and maintenance experiences/problems/deficiencies associated with the 01540 light tables recently purchased by the community. 3. gave a brief on the 1540/240 viewing system. He pointe out that the table/optics combination was designed and purchased primarily for the scanning functions and not for mensuration. 4. Each user was polled as to his experience with the 1540 table/zoom 240 combination. A brief account of each organization's problems is listed below: a. Navy. (1) Microstereoscope mount and viewing surface not parallel. (2) Microstereoscope ring not parallel. (4) Electric cord at rear of optical bridge hinders X and Y movement of microstereoscope mount. (5) Single bearing supporting back plate of microstereoscope mount poorly designed, presenting a collimation problem. (6) Undesirable flicker at low intensities, and inconsistent illuminant performance. (7) Excessive emulsion deposits on rollers. (8) Small shoulder of the idler spindle wears allowing flange to override the shoulders and ride on the spindle arm. (9) Full spools (1000' x 9 1/2") are of sufficient weight to release lever on film drive. b. Air Force. (1) Film speed knob needs continued adjustment. (2) Film guides don't work properly. (3) Motors chatter. (4) Power supply cord hazardous, electrically and thermally. (5) Bearings in-optics assembly are fragile. (6) Light flickers at high intensity. (7) On/off switch for film drive doesn't always (8) Bare wires in underside panel. (9) Underside latches poorly located. (10) Auto tension release needed to prevent film breakage. (11) Drive unit shear pins too easily sheared. (12) Film scratching on take-up spool. (14) Bias cord assembly cards failure. (15) Heat sink board transistor failure. (16) Focus at high magnification poor. (17) Bumpers to absorb shocks of carriage in X and Y directions. (18) Carriage lock system poorly designed. (19) Control knobs are poorly located. C. NPIC. (1) Ring on zoom 240 pod too large. (2) Clips on pod to soft. (3) Bearings in the Z direction loose. (4) Knobs no good. (5) Surface glass not flat. (6) Dirt collects between glass and diffuses. (7) Rollers fly out on film take-up loop. (8) Lots of gear breakage, need to be redesigned. (9) Drive transistors give poor service. (10) Drive on/off switch points easily burned. (11) Film drive tachometers slip. (12) Switches and knobs are continually being loosened. (13) Connection at wall plug poor, can cause fire, (14) Control knobs poorly located. Generally endorsed comments of other agencies. Noted that their four tables at Hawaii are down for maintenance and parts. 5. It would appear that several of the factors which contributed to the above comments are poor quality control procedures by the manufacturers and lack of sufficiently detailed maintenance manuals and technical data. 6. The PCT members approved the Third Annual Report of the Procurement Coordinating Team. It will be tabled at the 17 November 1971 meeting of EXRAND. 7. Following items are planned for procurement by PCT members during the next few months: Item Contracting Agency 1540 light tables NPIC Zoom 240 optics NPIC Quick stereo modules Air Force Quick copy camera NPIC Dual view microstereoscope NPIC 8. announced that there were at present no zoom 70 optics available for distribution.
