Dear John,
Our conversation at lunch last month has been buzzing
around in the back of my head. I hope you really will
tackle the job of writing a set of center objectives.
Art mentioned one time that he had an excellent set of
statistics by 80~labor categories which indicated the
amount and kin of talent necessary for covering an area,
a target or footage. It seems to me that one aim of
your objectives might be to increase the productivity in
each labor category.
To improve the precision of productivity increase,
the labor categories should be weighted to reflect pay
scale, training investment, plant and equipment invest-
ment and security requirements.
Another type of weighting is also needed but it is
not clear to me how it can be accomplished other than
subjectively: the labor category man hour output should
be weighted as to effectiveness in contributing to the
output of the center. For example, a net productivity
improvement might be achieved by reducing the productivity
of some support activities in order to increase the
productivity of some direct activities. Productivity
number work is needed however in order to pursue this
topic intelligently.

discussing the secure video transmission problem. John
would like to talk to you directly. I wrote him the

Another topic of our conversation last month was
the 7 major prime contracts that the staff is planning
to place this year. I'm not planning to propose to
undertake any of those for several reasons: a) None of
the subjects fall directly in my area of competence;
b) The prime contracts are probably too large for me to
handle; c) I wasn't encouraged very much by the staff.
I have however proposed a more modest program on
projection viewers and mensuration. I think I can do a
superior job in this area and I hope it goes through.

"objectives" are going.
