Exploitation of Photographic Intelligence Prom Vtdeot s
1. On aevera;i occasions daring 1965, briefing boards and reports, more
prepared at VIC, using photography derived from videotapes of Soviet ble-
vision Broadcasts. It is expected that this kind of photography will (-on-
tinue to be of value in the future in the exploitation of IM mates.
In June, 1965, the Director, NPIC expressed to the Assistant for
Plans & Development and to the clinical Advisor to the Director the need
for a capability at DEC to view videotapes.
It is understood that any equipnt to directly exploit videotapes

A. A videotape play-back machine.
B An accessory to the above ~rliiah stores a portion of a
videotape, stops its motion, displays a picture on a
high- resolution sci, photographs the picture on film.
4* D strongly endorses the allocation of funds to develop the ec $p-
merit described. in paragraph 33 above. lever, this endorsement does not
include the equipment described in paragraph 3A above, and 01scusse : i
paragraph P. feels that the development and./or procurement of Ws s equip-
ment is beyond its purview since this equipment will have z .;ny uses besides
the exploitation of Photographic Intelligence. We feel that respons l.:1ity
for this type of equipment rests with the D lreetor's office and the Mdef of
the Support Staff.
