MEMORANDUM FOR THE RECORD
SUBJECT: Information Presentation of Master Plan Development to
National Capital Planning Commission (NCPC)
1. On 1 October 1981, an information presentation of the
Agency Master Plan Development was made to the National Capital
Planning Commission (NCPC). The following persons were present
representing the Agency's interest:
Walter Arensberg, SOM
James Rich, SOM
Alan Carrol, SOAK
Elizabeth Scullin, JHK & Associates
Marsha Pruitt, GSA
James McDonald, D/L
2. Robert Gresham, NCPC, described the history of the 1P72
Master Plan Study and the coordination efforts with NCPC and
local community government groups in this latest 1981 study. He
then introduced Mr. McDonald as the Agency's spokesman.
3. Mr. McDonald spoke to the Agency's efforts for
consolidation and our desire to continue our record as good
neighbors to the Langley Community. A copy of Mr. McDonald's
remarks are attached.
4. Walter Arensberg, SOM, gave the formal information
briefing, which described the program, the design constraints,
the alternative studies, the selected design, traffic impact,
environmental considerations, and the sight line studies.
5. The presentation was well received by the Commission
with one question concerning the existing hill west of the
cafeteria and one question about the location of the helipad.

6. Mr. Gresham concluded the presentation by advising the
Commission that the proposed "move-in" of 3,000 people included
1,000 that had "moved out" since the 1972 study. The 3,000
additional population therefore conformed to NCPC guidelines.
