MR4ORANDUM FOR: Director, National Photographic Interpretation Center
SUBJECT : History of Agency Components
1. In view of the interest and effort concentrated on recording the
history of various components of the Agency one very intriguing question
arises. What steps have been taken toward developing a collection of
equipment, papers, models, briefing boards, et al for the establishment
of an Intelligence Museum or at least a Photo Interpretation Museum?
2. The interest occasioned by the newspaper articles on 25X1
and his historical collection of books on intelligence ouse
at the atergate Apartments is a case in point.
3. It is another matter to accumulate a worthwhile collection of PI
paraphernalia and products. The fascinating and challenging museum that
could be assembled to tell the story of PI makes one drool at the thought.
And, where else could a better museum collection be made than at NPIC --
the cross-roads of equipment, personnel, techniques, reporting procedures,
etc.
4. The small British displays through WW II at the Imperial War
Museum in London are well done and are real crowd drawers. Of course, the
full U.S. story could not he told for public consumption but perhaps some-
day it could be. Will it be too late then to pull together a story that
only the U.S. can tell with NPIC as the best of curators?
5. When I wander through museums here and abroad I constantly
visualize the tremendous story that could be told about PI. The opportunity
that is being missed is a real once in a lifetime chance. To miss such an
opportunity for lack of a little space or a relatively paltry sum of money
seems like a real catastrophe. Every time equipment and. files are jettisoned
I shudder. We are the epitome of a "picture is worth 10,000 words" yet we
are creating mainly a word history of NPIC.

6. Would it be possible to get approval to start assembling a collection
toward the establishment of a Museum of Photo Interpretation? I would work
my fingers to the bone if assigned to such a task and scramble around in
any dark hole of Calcutta storing and cataloging the items.
