Comments on Selected Periodic Publications. (NOTE: None of the individuals cited reads the Missile and Space Summary or The Surveyor.) A. Mr. Harry Shlaudeman, Deputy Assistant Secretary of State for Inter-American Affairs. He finds the Weekly Review very useful. and would like to continue to receive it. he also finds the Weekly Summaries useful as well, although not many appear on the Latin area. He reads the Economic Intelligence Weekly only occasionally. It does not contain material which is of routine or consistent interest to him, but he sometimes finds articles which are useful. He volunteered that he found the Oil Week] extremely good. B. Mr. Stephen Low, Senior Staff Member, NSC. Mr. Low does not read the Economic Intelligence Weekly. He reads only the Latin American section of the OCI Weekly. He has found few things in it which have not already been covered in daily publications or in the OCI publication, Latin American Trends. Thus, he no longer reads the Weekly very carefully. He thinks there is a certain risk in repeating articles in this fashion -- the reader may get too blase. Foster Collins, Deputy for USIB and Special Support, Office of National Security, Department of Treasury. Treasury finds the Weekly Review useful for reference and not much more. Most of the articles have a political slant and are not of the kind which would be of prime interest to Treasury. Collins volunteered that everyone was most happy about the Oil Weekly and he said that he and his people hoped that it would continue to be as full and as comprehensive as it is now. He said there was less interest in the Economic Intelligence Weekly, partly because some of the material in it has l.ready appeared in daily publications and partly because briefing material is prepared from the raw traffic which underlies the items in the EIW. There are, however, occa- sional items of interest in -it. As part of its service to other agencies, Treasury has just begun to supply the Weekly Review to Greenspan and Fellner of the Council of Economic Advisors and they seem interested in it. The Secretary of Commerce looks at it from time to time and there is some interest in the Department of Commerce. D. Col. Charles Corbett, Acting Chief, Western Hemisphere Division, J-5, JCS. Corbett, who occupies a two-star billet, said that he found the Weekly Review very useful because in his present job he no longer has time to read incoming messages on a daily basis. He stated that the Weekly would be more useful if the items in it were keyed to papers pend- ing in interagency forums and could provide a common :intelli- gence background. He no longer sees the Economic Intelli- gence Weekly but he considers it useful and he intends to get back on distribution for it. E. Col. Jack C. Gardner, Atlantic/South and Central America/Alaska/Readiness Command Division, J-3 Operations, JCS. J-3 finds the Weekly Review redundant because they monitor messages on a daily basis. They would like to see more estimative items in the Weekly Review.. J-3 does not receive the Economic Intelligence Weekly. I I . Comments on IMs/IRs/IBs. A. The comments here are much of a kind. 1. For Shlaudeman, no reports stood out in his mind; he has seen a number and cannot say that they have made a strong impression. 2. Low's impression of these publications is that they are well done but none stand out in his mind either. 3. Collins did not get much feedback on these publications. They are sent by Collins' office directly to all Treasury offices except the Office of International Security Affairs; they go to the desk level and do not usually engage people at the policy level. In the case of the Office of Inter- national Security Affairs, Collins' office gives it lists of publications and asks which the office would like to see. The result is occasional requests for publications. Subject publications are also some- times used as inputs to briefings. 4. Corbett found these publications useful but could not recall any stars or clunkers. 5. Gardner and J-3 do not normally find these publications directly useful, but read them with interest. (Note: J-3 stated that its major unful- filled intelligence requirement is the one for basic intelligence. A recent JCS exercise involving Trini- dad and Tobago revealed a deficiency in the basic intelligence available to operational elements. J-3 particularly misses the NIS and is thinking about identifying a requirement for such a document through the Chairman of the JCS.)
