Dear Allen,
Certain of the men who have been assigned to this
Delegation by the several Departments and Agencies have
been requested to make individual, periodic reports
to their respective offices as to their impressions of
how things are progressing here. These would be in
addition to regular Delegation reports.
I have requested that there be no communications
with the various Departments or Agencies by anyone on
the staff which are not either available to all persons
in this Delegation or cleared personally with me.
In line with this, I have requested that these
individual reports be submitted for my comment before
transmission. I shall not undertake to censor these
reports; I shall, however, feel free to make comments
on their content.
My reasons for this are based solely upon my desire
for harmony here in the Delegation; and also to avoid
different impressions going to the Agencies and Depart-
ments in Washington which, as they accumulate over a
period of time, will cause confusion and unnecessary
problems both there and here.
If this arrangement troubles you, I would be glad 25X1
to discuss the matter with you. I am sending a similar
letter to the Secretary of Defense, the Chairman of the
Director of Central Intelligence
