O. BOX 577 RIO PIEDRAS. PUERTO RICO June 15, 1960 Director Central Intelligence Agency 2450 E. Street, NN "trashington, D. C. AIR MAIL In the issue of "El Mundo" newspaper published June 15, 1960 at San Juan, 'Puerto Rico, I read a very insteresting article dealing with the use of telepathy for obtaining factual and security information relative to the external operations and movements of foreign groups negative to our Demo- cractic Government. In Fact, this is a branch of psychology dealing with the extra sensorial powers of the individual which have interested me always, I have studied and have been experimenting for a long time in a scientific manner. There are natural born "sensitives" which can be used on the spot in con- nection with this program and they may be developed more widely with the use of other standard or sicientific patterns. Others, may be developed, which do not prosent sensitive characteristics but 6vho have the telepathic features latent. Physical health, mental capacity, well being and particularly psychological health are conditions inherent of a well developed sensitive. I have experienced that "sensitives" from tropical areas respond much better: In fact they have a more developed telepathic structure and are more receptive otherwise; particularly daring the summer season as there is more electricity in the "air" mental waves travel freely thus becoming receptive in the tele- pathic channel, or mental apparatus. The sensitive groups should be stationed as near as possible to the "spot" areas. Distant concentration is jeopardized by the presence of multiple 'band waves constantly crossing the ether, thus causing interference. I Approved For Release 2002/08/21 : CIA-RDP80BO1676R003600040074-0 Approved For Release 2002/08/21 : CIA-RDP80BO1676R003600040074-0 Central Intelligence Agency - #2 -4 6-15-60 We have reached a point of development in safe practices which through tele- pathy would be "spy proof" and with less dollar expense. Please excuse me if I have been mentioning something that you know already, but in Puerto Rico there are lots of sensitivess people with high academic background willing to operate....... I have taken the liberty of writing your agency, just becausel like peace and that we as human beings do the best to unite the world. c /o iL Forest Service Box 577 Rio Piedras, Puerto Rico Approved For Release 2002/08/21 : CIA-RDP80BO1676R003600040074-0 VICTOR M.
