Thanks for helping with this. Please find our CO's letter to the Virginia Contracting Activity with re-
gard to government furnished-equipment, and their response to us allowing us to keep one system and
return three. Sadly the time runs out on this on 15 March.
I might suggest that you first contact I have alread discussed this with him
to effect the equipment's current status, and will do whatever says. on't do anythingwith-
outiblesxi ng.
The Virginia Contracting Activity should contact Ms. Betty Muzio (our CO, 703,734.4074) to resolve
this problem.
Contacts
I can appreciate the magnitude of your job with regard to this project. and I suspect it might become
overwhelming as we move on (see below). Of the list of contacts that I gave you, Jack Vorona
has the longest. program responsibility and can fill you in on details that may be critical to
your Current overall task. I talked with him in his capacity as Chair of my Policy Oversight Committee,
and he agrees that he has important things to pass on to you ASAP. He is in town through next Monday.
Options
I hope among the options in deciding what io do with the Meade folks is not to transfer them as a unit;
rather, have them "compete" with,contractor receivers for recertification. This TDY approach works
especially well at keeping the data at high quality. The certification procedure should be multilevel to
include applications simulations as well as laboratory experiment,,A. Criteria and protocols have all been
worked out.
Strong Rumor
I just heard from some of my colleagues that Ingo Swann has recently briefed a very high level person in
your organization (name is not appropriate in this forum) on remote viewing and extraterrestrial aliens!
My sources are very good, so it might he prudent to find out if this is true. If it is, this is just one addition-
al example of how "believers" can stir up the pot. Things like this have kept me from using Mr. Swann In
my receiver population. Although he is good as a receiver and has particularly good insight into his own
Internal experience, I have not had contact with him In over two years. Pvo of my current receivers have
better track records, anyway. From my point of view, your task, your organization, and the field do not
need a repeat of the Inscom fiasco. Please call if you would like further information.

This letter is to inform you of the current status of our progress on disposition of equipment
under subject contract and to request further guidance based on additional information. SAIC has
contacted and setup an appointment with the moving company that Ms. Barbara Stephens,
DCMAO, had recommended. We understand that they will provide a written quote to DCMAO
on the cost of packaging/crating and shipping the equipment to the Government facility. This
quote should be provided by the end of the first week in February. SATC will be required to have
one individual at the site while the equipment is packed. The moving company will provide an
estimate as to the time required and SAIL will provide to you an estimate for the required time.
The moving company did not anticipate a problem with delivery of the equipment to the
Government facility by the end of February.
I have enclosed a revised equipment list. This list replaces the one provided in the reference (1)
letter. As you will note we have organized the equipment by DECAL number and deleted on item
from the list. This item was tagged as a piece of equipment when it is actually software;
therefore, we have deleted it from the equipment list. I have enclosed a separate list of the
software purchased under this contract, The majority of the software was purchased under the
previous contract and transferred to this contract. As you can see the software versions are not
the current market versions. SAIC requests, disposition instructions for the enclosed software;
Abandon in place or transfer, when possible, the site use license to the Government. SATC would
require reimbursement for the time it would require to contact each vendor to transfer each
license. We will provide an estimate for this service if requested.

As you are aware SAIC has purchased, per the enclosure, under the previous contract and current
contract four SUN Microsystems UNIX workstation computers and their associated support
hardware and some basic image processing equipment. SAIC anticipates that the services
provided under these two contracts will continue to be required by the Government and to
prevent a duplication of purchased equipment, we would request your reconsideration to abandon
in place the oldest of the computer systems. The oldest system would encompass the following
DECAL numbers from the enclosed equipment list: G60714-1, 060714, G60714-2, 060715,
G78546, G76930, 060716, G78541, and G60713. SAIC would be willing to negotiate this
request.

Pertaining to contract No. MDA908-93-C-0004 and as requested in
your letter dated 20 an 95, the following information is
furnished, The Government agrees to abandon in place the software
listed in your letter. Regarding the oldest system that
encompasses DECAL numbers G60714-1, G60714, G60714-2, 060715,
G78546, G76930, G60716, G78541, and G60713, the Government still
wants this equipment returned to DIA however it does not have to be
delivered until 15 Mar 95. All the?,-other equipment is to be
returned at the earliest possible date through the procedures you
and X have already initiated.
