However, you may want to consider adding a paragraph about who will handle public affairs releases, i.e. the following: (new 4. [renumber rest]) Public Affairs Guidance: In the event a media, Freedom of Information Act (FOIA), or other inquiry is made, an incident occurs that threatens the activity or true identities of personnel and/or Central Intelligence Agency involvement, responses to media and FOIA inquiries will be referred to the designated [DoD? or CIA?] Public Affairs Officer. When any such media inquiry is received or anticipated, the Army and Central Intelligence Agency will confer to determine the facts and circumstances of the situation and, in coordination, determine what, if any, measures may be appropriate. Pursuant to the statutory and executive order responsibilities of the Director of Central Intelligence to protect intelligence sources and methods from unauthorized disclosure, the Central Intelligence Agency will make any final determinations regarding the disclosure of classified information concerning intelligence sources and methods. 2.
