Notes of conversation with Edgar Johnson (ARI) 30 Jan 95:
In general:
Dr. Edgar Johnson is Director of the US Army Research
Institute for Behavioral and Social Science
He claimed excellent success with his NRC panel; it allows a
continued expert opinion on many difficult evolving issues
where the data are controversial or difficult to get. They
have been very effective, very responsive. It's nice to be
able to pick high priced brains on human performance areas.
Various Program Phases:
Phase I dealt in part with parapsychology issues in training.
Phase II dealt with detection of deception! [Phase II also
addressed the polygraph--concluded that it was basically
unreliable by itself but in some contexts might be improved.]
Program now in its fourth phase deals with leadership and
organizational issues in a behavioral context. A good
summary of Phases I-III is in the American Psychological
(Society) Newsletter, "Observer", reference Sept. 94 Vol. 7,
number 5 p. 1.
About NRC in general:
NRC rarely does classified studies. In order to get a
classified study, the division chief or executive officer
must intercede. NRC prefers everything is in the open
literature. They don't bid competitively, only soul source.
Once you have the contract they will not allow technical
review-they are the final technical word. They have their
own internal criteria, they like diverse panels, they don't
like formal direction. You hire them and let them go.
Johnson only know of a couple of classified studies in 10
years. Some of his people were cleared, but they never used
the classified information in their reports.
The program manager for ARI is Michael Drillings
The princi al investigator at NRC for ARI is Dan
Druckman Johnson said he would call Druckman
for me, invited me to meet with Michael Drillings and to call
Druckman. The NRC Committee is still under contract to ARI
and is now in its fourth phase.
