As Sherman Kent has indicated to you by telephone I
very much hope that you Will accept a position with my board
of National Estimates. ' .
I have been most concerned over the years to have
distinguished retired senior officers-from Army. Navy. and
Air force serve an the board, not to represent the particular
views of their branch of the service but' to advise me generally
on military matters. I have also counted on those officers --
as an all other members of the board -- for a wide range of
intelligence judgments of a non-military nature. I know that
your broad knowledge and experience will add greatly to the
Board's general effectiveness, and would be delighted to have
you as a member.
I trust that you will not hesitate to be In touch with
Sherman for the answer to any questions of an administrative
