1.0 (S/NF) PURPOSE: The purpose of this effort is to perform assessments
of select aspects and foreign developments in anomalous phenomena.
2.0 ([I) BACKGROUND:
2.1 (C) The assessment effort in this contract modification addresses
recent foreign achievements in information aspects of, anomalous phenomena. It
also includes efforts to review/simulate recent developments to aid in
effectiveness evaluation.
2.2 (U) This effort is follow on to a activity initiated in a recent
purchase request (PR 330/026Z/92) and the resulting contract (M DA 93-C-0004)
that was awarded to SAIC for this overall phenomenological
investigation/assessment effort.

3.0 (U) OBJDZTIVE: The objective of this modification is to expand
assessment effort in this phenomenological area and to evaluate new foreign
data.
4.0 (U) SCOPE: Recent foreign data assessment and effectiveness evaluation
will be accomplished for this phenomenological area.
5.0 (U) TFXiINICAL/CJIIFR OONSIDE[tATIONS:
5.1 (S/NF) All efforts and findings resulting fran previous programs
in psychoenergetics shall be brought to bear on this effort. In addition,
expertise in multidisciplinary areas shall be made available as consultants or
for special support as required.

5.2 (U) Specialized support, if not available at the contractor
facility, can be obtained via consultant or subcontract efforts-with prior
approval by the MOM. Every effort should be made to insure such support is
from the recognized experts in the field. Some of the effort in section 6.0
can be performed in unclassified facilities.
5.3 (S/NF) some of the activities in this effort may require
participation of select government personnel. All such investigations will be
fully planned and coordinated with the COTR and will be under the purviews of
appropriate review committees.
5.4 (U) Should unforseen schedule of other issues arise concerning any
of the specific tasks identified in section 6.0, the COTR will be given
inediate notice. If necessary, adjustments to priorities and schedules can
be approved by the COTR if there is no cost or other impact on the over-all
program. The COTR will also review/approve all procedures where appropriate.
5.5 (U) All items in sections 6.0 and 7.0 will be funded from O&M
fund=g_provided by this contract. Accounting procedures to clearly identify
'die-O&M expenditures shall be implemented by the contractor.
5.6 (U) Terms of reference are on file by the CC/IR and will be
provided to the contractor to insure adequate task understanding. This
material,. is contained in DIA publication DT-S-1007-S, 29 NOV 1990.
6.0 (U) SPDQFIC TASKS:
6.1 (U) Assessment and Support:
6.1.1 (U) Foreign data/effectiveness (follow-on to SOW 6.3.3 and
6.3.5 in PR 330/026Z/92).
6.1.1.2 (S/NF) This task expands upon analysis activities
related to potential new procedures indicated by foreign reporting and other
activities for improving effectiveness of select phenomenological activity.
It includes evaluation of the most promising results via simulation for direct
c caparison and assessment.

7.0 (U) . QUICK REACTION CAPABILITL (): The contractor will maintain a
quick response capability and be prepared to respond in less than 24 hours to
problems- or unexpected demands for brief technical papers that may be
developed during the term of this project.
