OPERATIONAL ACTIVITY AND NEAR-TERM PLANS (U)
I. (U) PURPOSE:
(S/NF) The purpose of this report is to establish a plan for
initiating and accomplishing operational activity for the
remainder of FY 1991. The completion of DESERT SHIELD/STORM
support now permits new operational activity to be initiated.
II. (U) SCOPE:
(S/SG/NF/LIMDIS) This plan provides background material on
operational support already accomplished in FY 1991, identifies
related proficiency enhancement/calibration projects, and
indicates near-term steps for initiating new operational support
for specific consumers. Focus is on the remainder of FY 1991,
although some of the envisioned steps are expected to pave the
way for follow-on. This plan also discusses task selection and
related issues.
III. (U) BACKGROUND:
A. (U) PREVIOUS OPERATIONAL ACTIVITIES:
(S/SG/NF/LIMDIS) STAR GATE personnel were involved in a
variety of operational tasks related.to DESERT SHIELD/STORM
activities. These tasks addressed political/military indicators,
terrorist activity, CW/BW weapons, ballistic missiles, ground
force locations, and other issues. They included locational and
predictive data requirements. Between 30 October 1990 and
31 January 1991 over 60 sessions were conducted that led to 11
summary reports. These are listed in Appendix I.
(S/SG/NF/LIMDIS) A variety of documentation related to
operational pursuits was also published early-on in the STAR GATE
program. These documents included operational project protocols,
evaluation methods, and potential tasking mechanisms. Other
relevant documents included Project Review Board activity and a
document that reviewed project procedures used during DESERT
SHIELD/STORM support. These are shown in Appendix II.
B. (U) SUPPORTING ACTIVITIES:

STAR GATE initiated a variety of proficiency enhancement
activities for maintaining capability levels, for exploring new
potential applications, and for linking with anticipated research
support projects. These proficiency enhancement options included
projects that were similar to (or could simulate) anticipated
operational tasks. Six reports have already been published on
protocols, procedures, documentation requirements, and on
specific proficiency enhancement options; these are also listed
in Appendix II. Other proficiency reports are anticipated.
(S/SG/NF/LIMDIS) The various proficiency options
identified in the report PROFICIENCY ENHANCEMENT PROJECTS - BASIC
APPROACH (item B.6 of Appendix II) were developed with potential
operational consumers in mind. These projects provide the
opportunity for realistic practice (or operational simulation),
and permit rapid feedback for easy evaluation of results.
Estimates of success rates, calibration of individuals, and other
issues can therefore be determined from such projects, provided
that a sufficient data base can be developed. Limited
operational tasks can nevertheless be initiated at anytime as
part of the overall project effort if they can be factored into
project activities in a systematic manner without impacting on
other aspects of the STAR GATE mission (e.g., research support,
foreign assessments).
C. (U) RECENT OPERATIONAL-RELATED INITIATIVES:
(S/SG/NF/LIMDIS) In anticipation of new support for
operational activities, STAR GATE personnel provided an
operations-oriented briefing to a Special Operations Advisory
Board involved in Low Intensity Conflict (SO/LIC) on 22 May 1991.
This board consists of 13 senior government officials who report
directly to the Assistant Secretary of Defense (Mr. Locker) in
this area. It is anticipated that this briefing will generate
special operations support requirements for STAR GATE.
(S/SG/NF/LIMDIS) Prior to this briefing, individuals
involved in counterterrorism analysis in DIA were also contacted
regarding feedback from earlier support (Higgins case) and to
initiate possible future support requirements.
(S/SG/NF/LIMDIS) STAR GATE personnel are currently
involved in an operational assessment activity that addresses SG1A

V. (U) TASKING CONSIDERATIONS:
(S/SG/NF/LIMDIS) One of the lessons learned'from previous
operational pursuits is that not all possible tasks should be
accepted for STAR GATE support at this time. Task evaluation,
prioritization and final selection should be based on a variety
of considerations; some tasks might become acceptable with
restatements of data desired, narrowing of scope, or due to other
issues. Many of these issues were addressed in a previous STAR
GATE publication, DT-S-1012-S, POTENTIAL TASKING MECHANISMS,
10 Jan 91.
(S/SG/NF/LIMDIS) Tasking review and reporting of results
should also consider the specific lessons learned from the recent
DESERT SHIELD/STORM support activity (DT-S-1030-SL; REVIEW OF
PROJECT PROCEDURES 5 Apr 91). Appraisals of how the candidate
operational task fits into overall STAR GATE systematic
assessment objectives also needs to be considered. In addition,
several important issues need to be reviewed and agreed upon by
STAR GATE personnel and the potential customer in advance of task
acceptance. Key issues include: (1) the customer's definition
of what type/quality of data/timing will be acceptable; (2)
customer's data evaluation criteria; (3) customer's data
implementation plans/procedures; (4) likelihood of ground truth
becoming known as well; and (5) issues relating to STAR
GATE/customer interface. A future DT-S publication, OPERATIONAL
INTERFACE ISSUES; PROTOCOLS/PROCEDURES, will address these
issues in detail.
(S/SG/NF/LIMDIS) A variety of other factors may also have a
bearing on how future STAR GATE operational activities should
proceed, such as consideration of past project results. Appendix
III lists potential application areas along with anticipated
success rates to serve as guides in future task acceptance.
Availability of project personnel, personnel preference/track
record, and task timing requirements may also impact on specific
operational support activity selected.
(S/SG/NF/LIMDIS) At this point, due to previous successes and
working relationships, it appears that the best strategy for the
remainder of FY 1991 is to pursue tasking for limited operational

tasks will also be evaluated on the basis of how well
they fit into the unit's overall applications research and
proficiency enhancement project activity where at all possible.
A balance between applications research and operational pursuits
will thus be maintained.
