The Ahtme Shale Distillation Plant is a compact unit situated 3.7 statute miles
(sm) SE of Johvi. It includes a shale treatment building, a power plant, two water-
cooling towers, a water tank, a retort unit, two waste dumps, and a large sludge pond.
The overall plant area measures 2500'x 1900'. Five buildings in the main operations
area are still under construction.
Transportation is provided by a single-track railroad and a main road that extends
southward from Johvi through the plant complex. A modern, newly-constructed residential
area is located approximately two (sm) west of the plant site. The area measures about
3400' b,, 1800', and includes both single- and multiple-story dwellings.
Provision for shale-ash disposal is noticeably lacking at Ahtme, although there
are 1rominent ash dumps at Kivioli, Kohtla-Jarve, and Slantsy. (See B-19, B-20, and
8-21, respectively.)
The retorting unit appears to be idle, but the power plant is in full operation.
A detailed report on this installation will be issued at a later date.
