SUBJECT: Document Declassification Review Procedures (U)
References: a. DIAR 50-2, subject: Information Security
Program, dated 15 July 1994.
b. Joint review of the Cognitive Sciences
Laboratory's (CSL) DoD associated classified
documents relative to Project STAR GATE, Menlo
Park, CA, 15-16 March 1994.
1. (S/NF) As background and IAW Chapter 3, Declassification and
Downgrading Authority, the Chief, Technology Assessment and
Support Activity is designated as the original classification
authority for approving recommendations to declassify documents
that were created under a DoD contract to support Project STAR
GATE and its project predecessors which are currently in the
possession of the Science Applications International Corporation
(SAIC) and the CSL.
2. (U) The documents approved for declassification will be
remarked IAW instruction contained in Chapter 4, Marking
Classified Material. See enclosure one for a copy of the
instructions.
3. (S/NF) Also, and as discussed, the Director of the CSL will
review and recommend for downgrading research issues contained in
the documents that are subject to the contract. Key caveats
would include but are not limited to all data relative to source,
target, and references to current and/or potential applications
and DoD sponsorship.
4. (U) Upon receipt of the data recommended for
declassification, a review of the recommendations and the
document will be made and an expeditious reply will be provided

to either approve or disapprove the document for
declassification. At enclosure 2 is the agreed upon listing of
those documents for declassification action.
5. (U) As discussed during our meeting of 15-16 March 1994,
approval is granted to destroy the agreed upon classified
documents listed in enclosure 2 IAW appropriate security
procedures.
6. (U) The POC for this action is the undersigned. He can be
