1. Gorkiy Scientific Research Institute NII 11 is reported to provide research and
development for electronic measuring devices. The institute consists of 19 buildings,
including eight major structures and 11 support structures.
2. This report includes a location map, an annotated photograph, and mensural and
reference data.

3. Scientific Research Institute NII 11 is located in the Myza section of the southeast
part of Gorkiy, USSR, approximately 5.1 nautical miles south of the confluence of the
Volga and Oka rivers (Figure 1).
4. Institute NII 11 was established in the late 1940s as an oper of the
Gorkiy Communications Equipment Plant Lenin 197 Frunze 326 The
institute, probably subordinate to the Soviet Ministry for Communications Equipment
Industry, became an independent entity following reorganization in early 1950 to provide
research and development for electronic measuring devices.1

BASIC DESCRIPTION
5. Gorkiy Scientific Research Institute NII 11 (Figure 2 and Table 1) consists of 19
buildings including five laboratory/engineering buildings, five utility sheds, three large
multistory administration/engineering buildings, two warehouses, one large shop building,
one small shop b ing, a vehicle maintenance building, and a vehicle storage building. As

6. The institute reportedly produces only a limited number of prototype electronic
measuring devices. The devices are then tested by institute personnel prior to mass
production.1 However, no evidence of any such function or production is discernible from
available photography.
Chronology
7. After becoming an independent entity in early 1950, the institute probably initiated
a building plan to expand beyond its one building in the Frunze 326 com lex.l The first

Institute NII 11 consisted of two large administration/engineering buildings (items 4 and
12) and a shop building (item 9). Initial construction for a third administration/engineering
building (item 2) and a large laboratory/engineering building (item 11) was also identified.

14. A highway appears to be the primary means of transportation to and from the
institute, although rail, water, and air transportation facilities are accessible to the area.
Electricity is probably provided by a nearby power substation. Heat is reportedly provided
by the heating plant located at Frunze 326, the adjacent communications equipment
plant. 1
15. The institute is walled to provide external security for an area of 27.2 acres. All
pedestrian and vehicular traffic is probably controlled by a security/guard force. Two guard
towers/guard posts--one in the northwest corner of the institute and one in the southwest
corner--probably provide an additional measure of security.
