1. (U) Personnel:
- All Activity SF-52's, and position descriptions updated.
Copies forwarded to PAG personnel officer on 14 Sep 93.
- Mid-year performance assessments and review of core
competencies and performance areas conducted with all
assigned personnel during the week of 27 Sep 93. FY94
individual training programs also discussed.
- Recruit action provided to PAG for a GG-13 analyst to
perform foreign assessments analysis in PAG-TA mission
arena. Recruit action is against one of our Activity
long-standing vacancies. This activity still has two
civilian vacancies (one long-standing and one resulting
from retirement in June 93.
2. (U) Administration:
- PAG-TA classified material holdings at DIAL being
reviewed. Review of data held in both PAG-1D and PAN-2A
should be completed NLT 15 Oct 93.
- DSP-3C removed Activity classified and nonpulpable
material for destruction at DIAC.
- Game plan for move to Building 2845 updated. Our move
from our present location is still scheduled for NLT
Jan 94. Building 2845 was transferred to this Activity
on 14 Sep 93. The undersigned formally signed and
receipted for the keys to Building 2845 on 28 Sep 93.
On-going dialogue with Ft. Meade/DIA points of contact
(DA/OC) continuing.

A letter has been forwarded to Post Engineers requesting
cost estimates to renovate our new facility which will
allow us to store classified material at the SCI level.
'This will allow us to have HIGGINS and access to SAFE at
Ft. Meade. Copies of the letter have been furnished to
Post and DIA points of contact in early September. We
have been advised (informally) that renovation costs
(floor upgrade/SCI upgrade) for our secure room will be
approximately $30K. Post Engineers advised that a formal
cost estimate will be provided by 17 Oct 93. DIA POCs'
are aware of the above.
- Other steps undertaken with regard to our move include:
completion of the furniture requirements survey; final
on-site survey conducted with MEPCOM personnel on
16 Sep 93; and inventory of FY93 work orders for Building
2845 completed.-
- Seven STU-III phones were installed by DIAC personnel in
our current facility early Sep 93.
3. (U) Training:
- 29 Sep-1 Oct 93: attended the DIA sponsored
White House Workshop a'. e Capitol Hill Club.
4. (U) Travel:
- FY 94 Activity travel plan forwarded to PAG on 2 Sep 93.
5. (U) Transportation/Logistics:
- August monthly GOV mileage report forwarded to DAL-2 on
1 Sep 93.
- Annual GOV justification report forwarded to DAL-2 on
28 Sep 93.
- Activity facilities continue to be "spruced up".
6. (S/NF/WN/SG/LIMDIS) Operations:
- 1 Sep 93: Received PC directed operational tasking from
Chief, PA. Initial results forwarded to PAG/PA on 3 Sep

initiated follow-on tasking results hand-carried to
Deputy J2 and PAG on 21 Sep 93. No J2 feedback received
to date.
- 1 Sep 93: Prepared a background paper and covering memo
for PA approval and signature on STAR GATE. Paper
forwarded by LL to Mr. Don Mitchell, Congressional
Staffer, Senate Select Committee on Intelligence.
- 2, 8, 16, and 21 Sep 93: The following personnel were
read-on to our program: Dep for Ops, PAG; Chief, PGI;
Chief, PGT; Chief, PGT-3A; Chief, PGT-4; Chief, PGT-4A;
and Deputy,S~2,1
- 8 Sep 93: chaired the monthly, interagency
Scientific and Technical Intelligence Subcommittee -
Collection (STIC-C) meeting. Meeting minutes published
in the 13 Sep 93 msg announcing the agenda for the
20-21 Oct 93 meeting at FASTC. Meeting later rescheduled
for 13 Oct at the Key building in Roslyn, VA. Copy of
the 13 Oct message furnished to PAG/PA for information.
- 9 Sep 93: Forwarded to PAG a copy of our memo to DAP-4
advising them of our concurrence and modifications to
SAIC proposal to utilize $24K in year-end funds to
develop our database for the detailed tracking of
individuals, facilities, publications, for anomalous
phenomena. The second task is for SAIC to develop a
methodology so as to allow us to formulate a
certification program for operations personnel.
- 9 Sep 93: Forwarded to PAG/PA a memo providing the
highlights from the 36th Annual Convention of the
Parapsychological Association.
- 13 Sep 93: SIO, PAG-TA, met with Don Henry, Staff
Specialist, Tactical Systems, OSD(A), concerning a
meeting he attended at the FBI Academy where non-lethal
technology was discussed and great interest shown by the
Department of Justice. A copy of Don's trip report was
received. Also, a number of possible contacts were
identified for us to follow-up on, especially in view

are doing in PAG-TA regarding behavior modification
devices.
- 15 Sep 93: Prepared a memo justifying PAG-TA R&D
efforts.
- 20 Sep 93: Briefing on STAR GATE given by the
undersigned to Mr. Don Mitchell, Congressional Staffer,
Senate Select Committee on Intelligence. Briefing
favorably received.; no follow-on tasking; and a copy of
the PAG-TA briefing book provided to Mr. Mitchell at his
request. Also in attendance were Chief, PAG; SIO,
PAG-TA; and LL.
- 28 Sep 93: Forwarded a technical evaluation/concurrence
to DAP-4 for SAIC's proposal for the $131K contract add-
- Two additional designated projects completed. To date
eight projects have been completed. One additional
report provided to requester and to PAG in Sept 93.
- FY 94 Activity production plan is being developed.
Estimated completion date is o/a 15 Oct 93.
