Air Strikes (U)

1. (C) Forwarded as enclosures 1 and 2 are estimates of civilian and
military casualties resulting from the Rolling Thunder Program in
response to your SECRET memorandum No. 4310, 28 October 1966,
same subject as above. Enclosure 3 contains the methodology utilized
in preparing these estimates.
2. (S) Estimates are included for 81 JCS numbered targets and 40
targets not assigned JCS numbers. These are the only targets for which
this Agency has developed casualty estimates to date.
3. (C) Approximately 100 additional JCS numbered targets have been
struck which did not involve civilian casualties and for which no military
casualty estimates have been made. It is estimated that it would require
from one to two months to complete this additional analysis. If such
estimates are required, please advise.
