SUBJECT: SOUTH VIETNAM--THE MILITARY SITUATION

Fighting remains light throughout the country. There is
some action in Quang Duc Province and in the delta, but it consists
primarily of shellings and small-scale harassment.
A CIA source says that the recent government setbacks in
Quang Duc Province will not postpone plans of Military Region 2
Commander General Toan to attack Communist.posItions in Pleiku
Province sometime after January 10, Toan is scheduled to meet
with his division commanders that day, to receive their final battle
plans and he may make some minor last-minute changes. The South
Vietnamese do not intend to keep trying to retake the two border

outposts in Quang Duc Xbelieve the North Vietnamese there will be
content to hold their current positions rather than resume attacks
