Objective Negative Evaluation
Request for NPIC Support, dated 14 May 1970
1. As you know, the Automated Information Division has for some
time been working on the development of programming guidelines for use
by all Center applications programmers (i.e., AID programmers as well
as open-shop programmers). The guidelines are aimed at achieving the
most effective utilization of the Center's ADP facilities while at the
same time safeguarding the integrity of the operating system and data
files associated with those facilities. While we are not prepared to
issue the guidelines at this time,.I want to apprise you of two aspects
of those guidelines which bear directly on the work you will be doing
under the referenced requirement.
2. First, in an effort to attain maximum job throughput, we have
considered the desirability of placing a restriction on the maximum
core size of a program (e.g., 16,000 decimal words). Following a thor-
ough review of past experience and projections over the next few years,
we have decided not to place a restriction on program size (i.e., programs
can be as large as 32,000 decimal words), but to penalize large programs
at load time in an effort to ensure greater overall throughput. As a
general rule, the larger the program, the longer it will wait in queue
before program execution.
3. Second, in order to insure the integrity of data files and the
operating system, AID will provide the necessary guidance and software
interfaces to afford the applications programs access to specific data
files. At the commencement of the development of your application it is
recommended that you contact either in order 25X1
to establish a system overview, the level of effort, and the general design
of the necessary interface.
