SUBJECT
Suggestions for your Meeting
with the President's Board, Monday,
15 May, 2:30 to 4:00 p. in.
suggests that there be no intelligence briefing
per se inasmuch as this first meeting of the Board will be primarily
organizational. He indicates it be a very general briefing which
would give your current thinking on the major problems facing the
intelligence community. He also would be appreciative if you
would indicate those areas in which you think the Board could best
interest itself. He wishes to advise you that the Board will not be
seeing either the Secretary of State or the Secretary of Defense at
this time, or representatives of any of the other intelligence agencies.
Thus, the Board's discussion will be primarily internal except for
its meetings with the President, Mr. Bundy, and yourself.
2. For your assistance in considering what you might wish
to discuss with the Board, particularly with a view toward guiding
them as to subjects they should concern themselves with, I would
mention the following:
a. Action on the recommendations of the Joint Study
Group, including leaving with them a copy of the quarterly report
