1. A meeting was called,to review and appro',ire engineering drawings
prepared by Region 3, C&D, (2) to discuss the feasibility of having the
Agency procure some of the installation components rather than GSA in order
to save time and, (3) the possibility of justification for negotiated
contract.
2. A discussion was held, The present design embodies the high
pressure concept. In order to resolve the confusion as to whether it
should be high pressure or low pressure, the drawings will be forwarded
to on Monday for their review and approval prior
to commencing the installation work, of GSA maintains that
he understood to specify high-pressure
cooling air; but subsequently stated that he believed Mr.
must have misunderstood him that low pressure air as originally
contemplated would suffice.) approved the diameter of the
holes to be cored through the floor of to accommodate' the
air ducts for the plotter and stipulated, further, once the installation
of this duct work had begun the work could not be stopped until the area
had been filled in completely with concrete.
4. Regarding the cost of this installation, stated that
it now appears the total installation post might run as high as $30,000
to $33,000, The estimate given originally by of Region 3 had
been 20,000, There have not been any changes made in the installation
concept which would account for this increase,

5. of GSA raised the question of whether or not th

Agency could submit to GSA a justification which would permit them to
negotiate the contract for this work. It was estimated that as much as
six weeks in time might be saved by this approach. felt
preparing such a justification would be no problem. Further discussion

change order to the basic alteration contract which has been awarded
to Construction Company of Alexandria for the partitioning and.
25X1 A associated work on the first, second, third, and sixth floors. Mr.
of GSA thought there was a very good chance of following through
on this approach.

lead time required for the procurement of certain key components for
the installation, the object being to determine whether the purchase of
these items could be done more quickly by the Agency, by GSA, or by the
eventual contractor.
7. In discussing the target date for completing the installation of
the plotter, it was concluded that the completion of the installation can,
not be expected anytime sooner than 60 days after the award of contract,
which would appear to move the target date back from the first of August
to somewhere around the first of October, This information will be passed
on to the IPD.
