SUMMARY
1. (S/NF/LIMDIS) TARGETING DATA: A sealed envelope of the
target site was provided to DT-S with task instructions attached.
This sealed envelope was not opened and was returned to DT. The
attached instructions were followed.
2. (S/NF) TASK: This was a two phase task:
a. (S/NF/LIMDIS) PHASE I: Describe purpose and activities
of target.
b. (S/NF/LIMDIS) PHASE II: (After phase I was completed
and recorded): Describe vehicles in area, country of origin,
purpose and contents.
3. (U) RESPONSES:
a. (U) PHASE I:
(1) (U) SOURCE 025:
(a) (U) DATE OF INFORMATION: 16 Jan 91.
(b) (S/NF/LIMDIS) DATA SUMMARY:
- Target area is near water.
- Buildings in area house cargo for intended
targets.
- Round red packages are stacked in boxes in
area.
- A runway or thoroughfare is present.
- Mobile units pass through.
- Intention of area is for military action
and strategic defense.
- Area is being bombed.

- Overall activity may be associated with
mining and/or moving material on a large
scale.

- Area near water.
- Tanks may be present:
o Possible training area.
o Slow steady movement of flat shapes.

- Two large white nearly identical buildings
dominate area:
o They have rounded, dome-like roofs.
o They are behind a gate/fence.
o Large, high red letters identify the
structures.
- Smaller (warehouse type) buildings are
nearby.
- Machinery/industrial association.

police related.
o Area may be a focal point for people
control/transfer, or secure
transportation of important people.
o Slight prison-like association.

- Vehicles present are associated with
radio/radar communication:
o Possible ground control site.
o Vehicles seem to be based on Soviet
technology.
o Water/ship-shore association possibly
communication, when vehicles active.
- Vehicles also seem to be associated with
radioactive material or weapons.
- Objects inside vehicle may be set off
(exploded).
b. (U) SOURCE 049:
(1) (U) DATE OF INFORMATION: 17 Jan 91
(2) (U) (S/NF/LIMDIS) DATA SUMMARY:
- Target area seems old; harsh rocky environment.
- Vehicle present resembles over-sized earth
movers:
o Terrain manipulation or transport
function.
o Not many such vehicles exist.
o Interior is austere and small, with maps,
panels, and some high tech.
- May also have a seismic sensing function
(objects seem to be put in, and removed from
ground).
- Also has a long tube-like object that can be
horizontal or vertical.
o Term like "Ka-look-a", "wander", and red

figures similar to "8" or "S".
(3) (U) SOURCE 052:
(a) (U) DATE OF INFORMATION: 17 Jan 91.
(b) (S/NF/LIMDIS) DATA SUMMARY:
Large track type vehicle.
Long, narrow tubes protruding near
middle, or on one end:
o Shooting/searching association.
o Surface is Jagged, bumpy.
- Inside is crowded with gadgets:
o Round, shiny, black with numbers and
letters (like "Bastrava").
o May be four or more people inside.
- Vehicle resembles a tank.
(4) (U) SOURCE 079:
(a) (U) DATE OF INFORMATION: 17 Jan 91.
(b) (S/NF/LIMDIS) DATA SUMMARY:
- Vehicles are associated with security.
- Origin is European.
- Vehicles are used to transport important
people.
- Vehicles are (or were) in a large town on
a narrow street.
4. (S/NF/LIMDIS) COMMENTS:
a. Overall, it appears area vehicles have a highly
specialized transport role:
(1) Special material (radioactive?).
(2) High-level individuals.
b. There may also be a weapon platform or weapon
transportation role.
