(SINF/SK) 003 reported that the site is a structurally vast industrial-technical complex. Part of the activities there deal with the mass production of a material. The manufacturing processes taking place are refined and complex,' and have many stages and sub-steps/routines. Layers and laminar/laminations are involved - -layers of materials, some hard, Sam:::: harder, some medium-hard ara. sandwiched and _bonded together. There are light, dark, and medium layers in color as well. This is at least part of what's produced - -an important and item/material, but at the stage it-was perceived, it is. not yet in final condition. The product's nature is conductive, laminar, substrate, bonded, flat. When produced_in volume, it can be flexibfe enough to be spooled on large ..... diameter rolls, but retains a certain brittleness and can be cracked or broken if bent too sharply or otherwise mishandled. ? It has further technical applications. A mildly corrosive, translucent -green reagent is involved in part of the complex many staged manufacturing process - -it is used in a purifying it: metal or other material is "purged" with it, cleaned .. impurities removed. Colloidal, vitreous, oxidation, extrusion, compounding are all concepts associated with this site. There is a concept of recycling a composite (more than one type being circulated into each other) gaseous substance through a closed system to precipitate some sort of material or solid out of it ..... -"distillation" system to distill solids; the gases react, causing precipitates like doping or coating. But this process is HANDLE VIA SKEET CHANNELS ...... The structure is full of loud, &oey_Sbunds, and industrial equipment, including lifting devt like traveling cran. On the floor are large, roughly ri. objects with lots of wire windings. These are heavy duty components for even larger devices. The objects are large, bulky, metallic, and will he moved from their horizontal position to a vertical one to be Tit into place. Area B: is empty, light blue, low, dim, empty, with seats and furniture. It is needed from time to time for various purposes. It involves congenial lighting, and has a curving, doming ceiling. There is a pleasant, relaxed atmosphere here that is reminiscent o4. a meeting place or a conference area. Area D: has dimensional components involving rounded, aligned uniformly-shaped structures that are curving, smooth, and cold to the touch. They are surrounded by a fence ..... like strLc:: ture, and nearby are several lattice-like elements. "Electrical," "high tension," "reinforced," and "heavy-duty" are concepts associated with this portion of the site. There is an impression of transformers on rails and large ceramic insulatwes. Also an extremely cold liquid--perhaps a liquified noble or inert gas is present. Area E: involves in at least one portion a large, long, rectangular, several-floored structure with windows that look out onto a fenced yard with large metal cable spools, and large, massive steel sections stored there. Inside the structure is an lyi.gcN:t.ro-mechanicia shop. Electrical devices are rebuilt, repaired, or in some cases even fabricated. WijIdings, copper wire and cable are present. Impression of heavy industry or physical plant here. But other, more intricate work is also performed here on upper levels in smaller rooms. The idea or sense of consolidation of similar activities in one location for efficiency. Impression of a man bent over a work bench with electronic components jumbled up in front of him. Coils, functioning, fields, heavily magnetic, thermocouples, revolving armatures, varying humming and large scale sounds are all involved here. The manu+acturing is +or the government, +or +oreign governments and +oreign companies. The products are o+ more o+ a scienti+ic nature than a industrial one. The most important product is considered a rectangular grey package that hashe word "explosive" associated with it. ,/.." Enclosed as TabZiis an overhead photo on which 018 labeled the purpose of particular buildings. In addition, he reported the folI owing about. each individual areag Area Ag includes buildings which have the +allowing +unctionsg storage, procurement, supply and some manu+acturing. Here, goods are processed into and out of the building. One of the dollies has the following equipment on itg 1) Several cardboard boxes (NFI). 2) A piece of test equipment, slightly larger than a power drill, with the same general shape. It is grayish brown in color, with a shiny band around the front end. The back and of it is recessed and has throw switches and .some indicator lights. 3) A piece of electronic equipment which iiisd RF receiver, rack mounted, multi-plug, with indicator lights and a meter. This equipment is not a piece which would be considered an "end-item" (that is, the piece the operator normally works with), but acts as a processor of some sort before the signal gets to the operator. There is a caged-in area centrally located in the building. This area is approximately 15' square, and goes from floor to ceiling. The contents of this area are hidden from sight by large curtains inside the wire cage. Inside are stacks of equipment. Each piece of equipment is wrapped in black plastic, and not labeled. The equipment consists of metal _cases encased in tar, with only plugs for input and output. The plugs are for COaXial cable connectors. There are no knobs, lights, indicators, dials, or anything else on the outside besides the two plugs. The components inside the metal cases are also encased in tar. sizes of equipment are present. The equipment is normally measured metrically, but the approximate sizes in inches are a 2 1/2" cube, 2" high X 6" wide X 9" long and 4" high X 13" wide X 18" long. The equipment is some type of radio equipment which is used "in line" and is intentionally physically hidden, below dash boards of vehicles, panels of stationary equipment, etc. AREA Cg is a site maintenance area with heating, repair, maintenance, etc. One building in this area has the concept of "m.ix:lear" associated with it. AREA Dg contains administrative buildings and some guest/living quarters. One building is a grey, three story structure which houses the office of the Director of the "working areas" of the complex. The director's name sounds like "Dar pay Dolonov" (1st syllable accented). Other than his building, Area D is not under his control, but the majority of areas A, 13, C and E are. Area Eg is a complex of buildings, a portion of which are fenced in and separate from the rest of the complex, but still a SECRET/NOFORN PROJECT SUN STREAK WARNING NOTICE: INTELLIGENCE SOURCES AND METHODS INVOLVED Approved For Release 2000/08/08 : CIA-RDP96-00789R000600020001-3 Approved For Release 2000/08/08 : CIA-RDP96-00789R000600020001-3 SECRET/NOFORN PROJECT SUN STREAK WARNING NOTICE: INTELLIGENCE SOURCES AND METHODS INVOLVED part it. In addition, injections are also given, but these are not-related'to the skin patch and are 'for" a different purpose. The plant personnel who receive the patch or the injections appear to have no choice about being involved it. . Viewer 095 reported that the target is a facility which ,ngages in projects that involve manufacturing and assembly on a ,mall scale of specialty military items which are components as opposed to entire weapon systems. The manufacture involves precision machining. One of the items which is manufactured is a 15-18 feet long torpedo-shaped object that is big and heavy. It has a silvery-brassy color with a matte finish that is the result of a series of very fine grooves (like screw threads). 095 also reported thatg Area Ag includes a long building. Inside the long building is a long narrow hall with many small rooms along it. There are wood desks and casually dressed, educated people and scI entists. In another part of area A is another building which has a open, high room 30 x 40 feet and 12 ft high. The room is a machine shop with several work stations. Lots of grinding and drilling noises and sounds like metal being cut. The floor is polished cement. Area Dg In one place three large pipe-like things are laying horizontally interconnected into kind of in a triangular shape. There are also rows/stacks of these pips ..... like things. Area Cg Construction/assembly of things is the ordinary, day-to-day routine in area C. The people who work here are blue collar and where hard hats. There is a moving belt, 'liJa an assembly line with large metal components on it. There are lots of banging, clanking and hammering sounds. General impression is that these structures are somewhat older than those in other areas. Associated with the structures are the idea of_storge and of a 'loading' area. Men are stacklng long cylindrical objects onto a flat bed truck. This area is very secure, but these workers could care less about security. The cylinders are approximately 2 1/2 feet diameter and 10 15 feet long. AOLLwierth of,J;411rI41;,--512.k.s..-I.Uttr-r7rinders .4 L.,._:11tiowil at TAB D. The cylinders are very smooth and are a brownish-brassy matte color. Associated with the cylinders is the concept "encased." Area E: has several long buildings which are redundant in function: the same routine job is performed in each. Also in Area E is an underground area which is shielded and is accessed by means of stairs which are in a building. There are some office rooms in the underground part, but they are not relevant to the importance of the underground area. The underground room is long and narrow and has lots of pipes in it. The pipes are not connected to anything outside the shielded area but are self- contained. This underground area is very much like a bomb shelter. 4 Enclosures TABS A through D SG1J SECRET/NOFORN PROJECT SUN STREAK WARNING NOTICEg INTELLIGENCE SOURCES AND METHODS INVOLVED Approved For Release 2000/08/08 : CIA-RDP96-00789R000600020001-3
