The opening ceremonies will be held in the Main Inter- national Conference Room (Room 1315) at the Department of State (enter C Street entrance and turn left) from 10:00 to 10:30 a.m. on June 11. Secretary Rusk will briefly address the group and I hope it will be possible for you to be present and also to say a few words in order to emnnhasize the importance that each of our Departments and Agencies places on this activity. Those who will sit on the vlatform, including the 3ecretary, should walk in together at 10:15 A.,M., not waiting for the tardy. Mr., Morgan, Director of the Fo~weign Service Institute will briefly Introduce the Secretary who will speak immediately. Mr. Morgan will then refer to the other dignitaries on the platform and their role in supportink; the creation of the new Country Team Seminar and conclude his remarks by introducing the Attorney General, '.'obert Kennedy. The Attorney General is not expected to speak. Mr. Morgan will then introduce the Deputy Secretary of Defense, Mr. Gilpatrick who will merely rise and is not expected to speak, or may make very brief remarks.. Mr. Morgan will then introduce the Chairman of the Joint Chiefs of Staff who will speak for five minutes.. Mr. Morgan will then ir-trodt?ce the Admin1etrater AID, Mr. Fowler Hamilton, who is not expected to speak? Mr. Morgan will then introduce General Carter who will not speak.
