MEADE, MARYLAND 20755 22 April 1980 MEMORANDUM FOR THE RECORD SUBJECT: Briefing to Air Force ACSI, 10 April 1980 (U) 1. On 10 April 1980, I briefed the AF ACSI and selected members of his staff concerning the INSCOM Grill Flame Project. Following personnel attended the briefing: BRIEFER: LTC WATT MG JAMES BROWN AIR FORCE ACSI/I BG JOHN MARKS AIR FORCE ACSI/I.DESIGNATE COLONEL GREENBLATT DIRECTOR, AF/INY COLONEL GOLDFARB CHIEF, AF/INYS COLONEL PETTYJOHN DIRECTOR, AF/INE COLONEL WELLS OACSI LTC BLOOM ACTION OFFICER, AF/INYS MSGT BOYD ADMIN NCOIC 2. This briefing had been requested by MG Brown and approved by MG Thompson. 3. Inclosure 1 contains the outline of my briefing. 4. Overall, I would say that the briefing was received in a very positive manner. MG Brown was very concerned with the operational tasks we had done and expressed some thoughts along the line "it's necessary to continue, but we really need to have a better handle on the phenomenon." Everyone agreed that the services could not afford to be involved in R&D matters, and that perhaps we'll never know the answer to this very puzzling question. 1 Incl as Regraded UNCLASSIFIED when separated from SECRET inclosure.
