(U) Permission for the visit had been approved by COL Capps, OACSI. 3. (S) visit was designed to provide him with an update S G11 concerning the INSCOM GRILL FLAME Program. - had been one of CIA's action officers in the early 70's in the field of parapsychology (especially Remote Viewing) and although CIA has not had an active program in recent years has been permitted by the agency to keep himself fully informed on the latest developments in the field as involved the U.S. Government. 4. (S) We spent the better part of the day discussing the INSCOM program. Especially interesting was to receive first-hand insight into S G1I some of the problems that and CIA faced in the 70's because S G1I of their involvement in parapsychology. noted that his credibility is still an issue with some folks, even some of his co-workers, because it was decided that he was a "believer." He cautioned me that in the days ahead that my credibility and those involved in our program would become more of a critical issue. He saw no way to prevent it but cer- tainly felt that we should be aware that the issue could become a serious one. S G11 5. (U) asked permission to brief those in his chain-of- command concerning today's meeting. I denied his request based on prior ACSI guidance and informed him that only were cleared for GRILL FLAME data at CIA as -far as I knew. S G11 6. (U) then asked about the feasibility of the INSCOM brief- ing being given to his superiors. I informed him that I had no objections to his proposal but that he would have to send a message to ACSI requesting approval. He indicated that he would do so. (S) We informally agreed that I would visit him in the near future to review a study that CIA had accomplished concerning their prior in- volvement in remote viewing sessions. The study contains a proposed method/protocol of conducting remote viewing sessions that could be very useful. 8. (U) All agreed that the meeting was beneficial to all parties. MURRAY B.
