MEMORANDUM FOR RECORD
SUBJECT: CENTER LANE Interview Summary - HU-1077/8404/01 (U)
1. (S/CL-3/NOFORN) On 040900 April 1984, source #01 was
interviewed by monitor #66 in an attempt to locate of an
individual identified as William F. Buckley. The sponsor had
provided a photograph of Buckley (see Incl 1).
2. (S/CL-3/NOFORN) For this interview source was shown the
photograph of Buckley and asked to describe his perceptions of
Buckley's location. No other identifying data was provided to
source at the time of the interview. Source had, however,
become aware that Buckley was a kidnap victim. All other
intelligence information was withheld from source for use as
feedback and cuing during possible subsequent interviews.
3. (U) A transcript of the interview was prepared (see Incl 2).
4. (U) A DA Form 341 (Agent Report) was prepared for the
sponsor. This report related the salient points of the
interview. Attached to the report as an EXHIBIT were drawings
provided by source (see Incl 3). Information of immediate
operational value was provided to sponsor as soon as possible
after the interview.

#66: This will be a CENTER LANE interview for 0900 hours
4 April 1984. Relax and concentrate now. Relax
and focus your attention in the present time on the
individual in the photograph I've shown you.
Focusing in present time and with him at the center
of your focus, describe his surroundings to me.
#01: ......... I ah...find myself following a...slightly
rising road, or a road going away from the city in
the north, not right out of it, but on the edge.
And the building appears... .on the right side. But
the view from which is slightly down hill
overlooking a portion or a section of a city. It's
a three story building. It's a "U" shape with a
wall around,
Can't tell if
a gold color,
not
exceptionally large. ..........
it's
a main road or a driveway.
It's
like
a mud color or gold color.
....
#66: You say this is outside of town and you must go up
hill outside of town to get here?
#01: It's not quite out of the town, it's in an area
that's possibly a residential area or something, I
don't know, it's ...still a mix of buildings, but
it's going north out of town, not out of town
though, it's just going north. Clearly a different
building then before. Let me do some more work on
it here.
#66:- I will wait.
#01: .......... ....... ....... It's a driveway, it's
a rising driveway off of a rising road going
north. It's a square section of the roof of the
building that's higher than the rest of the
building. ......... It's a estate type building.
residential. ***''** ...... * Ah ..... there's a tier,
tiering type.. .effect with the land around it.
Ah..has to do with the hillside, small hill but is
steep on one side. ........ I got to go up over it
and see what I can see.
#66: I will wait.
#01: ............ There's ah....
south is ah...an oblong impression on the ground, a
lot of trees around it. Can't tell if it's a some

form of a playing field or if it's decorative pond
with no water. All I can see is dirt, surrounded
by a white outline. And the dirt is slightly
depressed from the surrounding ground. See many
trees, predominantly a palm type tree. (mumble)
(mumble) .. .... .North is a flat top,
flat top high place with...ruins or piece of
building that's-also been a fortified. It's got a
bunker or something constructed there out of sand
bags. Look's, it's shaped, it's a triangle, it's
just kind of unusual. The bunker is shaped as a
triangle, two short sides of the triangle facing
south and east.
#66: Okay. From the target location where are the ruins?
#66: Okay, tell me a little bit about these ruins.
Describe the actual ruins to me. Characterize them.
#01: Ah...see what remains of a wall section that's
shaped in a "F", shaped with a hook on the top.
See a shattered pillar, see very tall thin trees
dotted amongst the stones.
#66: Excuse me, did you say this ruins was built on
something?
#01: That's correct, it's like, no just a minute, let me
look and I'll tell you. ............ They're up
high, but it's ah..flattened edge of a steep side
of a hill with.... ah..pear shape, it's a pear
shape flattened area.
#66: Okay. Let's continue to work the compass from the
target location.
#01: Okay, just a minute. ............ ...
Mmm...east I see ah...but first cross a ravine or
sharp edged drop that is in the shape of a. very
long "S" with sharp corners. And there is another
raised section of very tightly woven houses with
odd shaped courtyards jammed in between. They're
very low dwellings, ah..none higher than two
floors, many different types mixed. But the
courtyards are unique, very private. Looks like a
rabbit warren? type affair with all intertwining
alleyways and courtyards. Seems to be a market
place there as well, many, many ah.... tent shelter
type canvas awnings. ...... Ah,..let me look west.

..................................... There are
t,arge building;west, it's ah...it's square edged but
also has. round, round ah.... oh...columnular edges
that. I can draw this, I can't explain it.
#66: Okay.
#01: It's a hospital. There's a cross on the roof,
helipad type landing place on the roof, large red
cross painted on side of face of the building.
#66: Okay. Before I go on to another question, I want
you to go ahead and look around the compass again.
And this time as you do, remember, I'm going to ask
you to draw around the compass, so pay attention to
your distances and do this on your own. And then
when we're ready to go on, you let me know.
#01: Okay, just a minute. Okay.
#66: All right, now I want to go conversational for a
minute. Every city has a theme or concept
associated with it. San Francisco has its Golden
Gate Bridge, Paris has its Eiffel Tower. What is
the central theme or focus of this town?
#01: Ah.... In response to that
question, I get a view of a large circular,
halfmoon shaped cove with many, many fishing
boats. And a ah...very long beach south of that
with hotels.
#66: Okay.
#01: Get a French name as well. It's unusual.
#66: Phonetic?
#01: Mmmmmm....... ..... Fay-neer or Fay-meer. I
don't even know if that's a french word. Fay
something, Fay and then at the end of the word is
Meer or Mara, Faymeer.
#66: Okay. What is the best way for me to discover what
this city is?
#01: ............ It's just north of Beiruit where the
hills start, where the hills start near the sea.
There's only one road. Road runs.... southeast to
the north, east, north. ........................
That's all I get on that question.

#66: All right. Turn your attention now specifically to
the man in the photograph and describe his
condition to me.
#01: Okay, just a minute.
#66: I will wait.
#01: ........................... Ah ...... he's ah..still
in an unconscious state. Ah...I do know the
difference that ...... think before he had a heart
condition or a heart problem and he's contending
with that now as well. He's very, very tired and
not very well, he's ..... I still get a very strong
feeling that he's very close to death.
#66: Ask him if there's anything he can provide to us to
help in the situation.
#01: .......Get a word phonetically, San-mel-leer, I
don't know what that means. That's all I get.
#66: Okay. Tell him back, tell him back that you hear
the word sa-mel-leer.
#01: Got keep, got a correction, it's SAN-MEL-LEER,
san-mel-leer. .......... Okay. That's all I get.
#66: All right. I have no further questions. As you
return your attention to the sound of my voice,
remember everything you perceived and prepare
yourself to draw his location for me.

#01: Page 1 is the side view of the target building.
And I put black lines on the front, but I don't
know what those are. But it's essentially in a "U"
shape. It's got a little tower appendage that's not
very high. It's got a wail around. It's cut
straight in the side of the hill and has has this
steep access drive that is fairly long from the
main road.
#66: In terms of characterizing this building as being
ah--
#01: It's residential, estate type residential, although
it wouldn't hold a candle to some of the estates in
the U.S., it would be an estate there.
#66: As opposed to an official governmental building or
a military building--
466: ---It has a flavor of being a residential estate.
#01: That's correct. I did on page 2, which is actually
two sheets together, I did as close to scale I
could get. My view of the target building
relationship to north, east, south and west which
I'll indicate on here as being my north, south,
east and west, because it's a possibility that
varies from the real map. The ruins of the bunker
on a hill that's higher than the hill on which the
target building resides. So if you were standing
in the ruins, you could look down across the top or
the side, the right side of the hill and actually
see the target building. To the east are that
grouping of buildings that are all jammed together,
it's like a low rental district. And there's just
hundred little courtyards in there and just a
rabbit warren of alleyways and whatnot. It's like
a hillside of enclave of poor folk. And if you're
standing in the edge of that area, and looking
straight across, you cannot see the target building
because it's on the other side of this rise, this
hill. And this enclave of small courtyards is in
much lower elevation than is the target building as
well. There's an "S" type ravine which I indicated
with a black line, it falls between that area and

target building hill. And going south, which
actually will go southeast of the target building
is the depressed dirt circle which appears to be in
a very large flat area and if you're standing in
the middle of that and looking up at the target
building, you cannot quite see it, because you're
looking straight up the face of this hill. It's
actually, there's some mounds in between as well,
lower roll offs from this same hill. Then going
west, which is actually southwest, quite a
considerable distance away, as you're going from
the target building to the southwest, you're
continually going down through these stepped or cut
away sections where there are other residential
houses and buildings and typical growth of city,
you know, the further southwest you go, the more
thick it becomes with buildings.
#66: Okay, could you write on your paper here, more city
or something that describes that, across that big
empty area?
#01: Okay, I'll write more city.
#66: Because on your little sketch here, it's all empty
to us.
#01: Downward steps, this direction. It just becomes
more and more cluttered the further you go. But
then the significant building there is what I call
a hospital building, simply because it has a huge
red cross on the roof that's obviously 'a landing
pad of sorts and a very large red cross painted on
the face, the actual face that's facing the target
building and it's a considerable distance. It's
far enough that you have an impression of fog when
you look from one to the other. But the target
building is observable with a pair of binoculars
from the roof of this hospital building. Distance
would be, in relationship to the other things, I
would say it's a half of a mile from the target
building to the other three areas and more like 4
1/2 miles to the hospital building. It's, I mean
it's a long ways distant.
#66: Okay. In looking at the size that you drew the
hospital building and size that you drew the target
building.
#01: Forget that.

#66: It is not relevant?
#01: Forget that, that is not relevant.
#66: Okay.
#01: I would need a whole drawer full of paper to do it
to scale.
#66: I understand.
#01: And the sea, it would appear is about the same
distance from the target building to the northwest
that I put on my map, as it is to the hospital
building in the southwest.
#66: Okay, and what is the phonetic word you associate
with this town or city?
#01: I don't remember.
#66: I think you said something about it had a french
flavor to it and you found that to be unusual.
#01: Yeah, I don't remember that word and I don't
remember the other and I should have written them
down. The first word with reference to the town,
phonetically, was Fay-meer and the second word that
was related to me by him was san-mel-leer. The
correction was in the mel, because I thought that
the word was san-men-leer, but it was repeated back
to me and there was emphasis put on the mel,
san-mel-leer.
#66: Okay, when you said back to him, let me make sure
I'm right. You said to me FAY-Meer.
#01: No, that was the city. That was the city where--
#66: Oh, all right, the city and wasn't there a
correction to that?
#01: No.
#66: All right. Okay, the city relates the to FAY-MEER.
#01: Right.
#66: And then when you asked him if there was anything
else he could help us with, he gave us one thing
and then there was a little correction to that.

LinFR4DING4 Aril 1984, Source 01 was interviewed in an attempt
to locate SUBJECT. Source stated in substance as follows:
SUBJECT was being held in a "residential estate" (not
further identified) on the northern boundary of a city "just
north of Beirut where the hills start near the sea". The city
may have had a French name similar to FAY-MEER (phonetic) (not
further identified). The estate was a three story "U" shaped
building with a wall around it (see EXHIBIT I) (not further
identified). It was located on a small hill which was steep
on one side and tiered on the other.
South`of the estate was an oblong depression surrounded by
palm trees. The depression may have been a playing field or
some kind of dry decorative pond (not further identified).
North of the estate was a'flat topped hill with ruins and a
triangular bunker of some sort (not further identified). East
of the estate was a ravine. Further east, across the ravine,
was a residential area of very tightly woven houses with odd
shaped courtyards jammed in between. The area "looks like a
rabbit warren with intertwining alleyways and courtyards."
There was a market area with many canvas awnings here as
well. West of the estate was the main part -of the city.
Approximately 4 1/2 miles southwest of the estate was a
hospital with a red cross on the roof. Northwest of the
estate approximately 4 1/2 miles was a sea (not further
identified). Source sketched a [nap of the area (attached as
EXHIBIT I).
SUBJECT was unconscious and may have been experiencing
symptoms of a previous heart problem (not further
identified). HE was very tired, not feeling very well., and
close to death.
Source provided no further amplifying information
concerning SUBJECT during this interview.
Attached hereto as EXHIBIT I are drawings provided by
Source.
