MEMORANDUM FOR RECORD
SUBJECT: CENTER LANE Interview Summary - CL-1023/8305/08 (U)
1. (S/CL-3/NOFORN) On 161000 June 1983, source #08 was
interviewed by #66 in an attempt to obtain information
relevant to a meeting scheduled for 14 June 1983. The project
8305 sponsor had provided a photograph of one the parties of
the scheduled meeting (see Intl 1).
2. (S/CL-3/NOFORN) For this interview the source was simply
asked to describe the location of the person in the photograph
on 14 June 1983. Source was shown the photograph provided by
sponsor but the individual remained otherwise unknown to
source. No further information was provided to source as the
collection plan called for the use of this information as
"feedback" and cuing for possible subsequent interviews.
3. (U) A transcript of the interview was prepared (see Incl
2).
4. (U) A DA Form 341 (Agent Report) was prepared for the
sponsor. This report related the salient points of the
interview (see incl 3).

16 June 1983. Focus your attention now on the
individual in the photograph I've shown you, on the
time window 1400 houxs Eastern daylight time, 14
June 1983, and describe his location to me.

--The..... the ......the place is very barren...the
persistent impression of a..a chain link fence, a
topped off with a barbed wire apron. This is
a...isolated area..in the country. There's a body
of water,..... bay ..... some ...... some 30 miles to the
east,..there's a flavor of the darkness of..of
gloom..and a terrible feeling of isolation.
#66: I do not recognize the place you're describing.
Perhaps we have a time shift problem. It's
necessary for me to know on the 14th of June at 2:00
o'clock in the afternoon, our time, the location of
this individual.
#08: ...... ....Okay...There is a huge, huge..window
that you find in a transportation terminal.
...There is also red carpet in the..area in front of
this huge window and that's where he is. He is
associated with what I've described earlier.
#66: It's possible. Describe the area with the red
carpet to me.
#08: There's a..very huge rooms that you associate with
transportation terminal,...very a..very clean,
very... like a waiting room in an air terminal
#66: This room has a very large feeling to it?
#08: Say again.
#66: The room has a very large feeling to it?
#08: Yes, very, very high.

#08: He's looking through this huge a.. window,
...waiting. It's also,..that area is also cordoned
off with a...decorative a...rope with that red
velvety material. Again the flavor's of a...waiting
room, transportation terminal.
#66: All right. Now, let's creep forward a little bit in
time, very little and see what he's waiting for.
See what happens.
#08: ... ... ... I'm going to take this a little bit at
a time *'cause...he carrying a case with two
handles...a black... leather case. And he has
a...coat over his arm. ....The case..is important,
traveling case. It's not a normal square briefcase,
it's a...flat briefcase. ........Are you
interested in the nature of the (mumble), of
the...The papers in the briefcase are destined to,
for--
#66: Perhaps if we move to see what he's waiting for,
the--
#08: Okay, let's stick to the transportation then.
#66: Now I, listen to me very carefully and be very
careful. This place that you've described, I do not
believe is a transportation terminal.
#08: Oh, okay.
#66: But this place that you described may very well
match where he is at this time, an open area, a
waiting area-'
#08: Yes.
#66: --cordoned with things and big windows?
#08: Yes, yes.
#66: But let's see what it is that he's waiting for.

#08: ........And he's met by a second person ...... an
official representative. ......... I got to get rid
of some of this thing if we're going to progress.
The second official-has a... tie that's not knotted
like an american tie, it's a very tight,
tight...small knot. ....It's (mumble), It's
(mumble) associated with a Latin American.
......... Eventually ..... this guy stayed there a
long time. He moves up a....long,..white marble or
granite staircase, very...ornate, white...inside
that building. And he is..received in a
very...ornate office, with very huge, what appears
to me to be huge, ...wooden, dark, shiny doors. It
has all the ear marks of...official representation,
such as a..a..consulate and see something like
that. A....there's a..meeting..with a rather short,
bald headed man. ....He came in a very ornate
official type looking room. ....... Did you want to
explore this anymore--
#66: Yes, I'm interested in the meeting.
#08: Uh, uh.
#66: I'm interested in this meeting that happened.
#08: What do you want to know about it?
#66: What is the purpose of the meeting?
#08: ..........There is diplomatic... and ... it-represents
an agreement. ..Which also represents an
acceptance of...that's what I'm having a hard time
with what the hell is he selling....... It's an
acceptance of.... of personnel.... It's an acceptance
of personnel, aid by the bald headed man,..offered
by the guy in the photograph, acceptance of
personnel. ....It's very hard for me to see
it,...arms personnel. I can't get anymore out of
this.

1. NAME Of SUBJECT OR TFTIE Of INCIDENT 12. DATE SUBMITTED
On 16 June 1983, Source CL-08 was interviewed concerning
the location of an individual on 14 June 1983. A photograph
of the individual was shown to Source. The individual was
otherwise unknown to Source. Source stated substantially as
follows:
On 14 June 1983, the individual in the photograph was in
a room with a red carpet, a very large window, and a
decorative rope which was used to cordon the area. This was
a waiting room and the individual in the photograph was
waiting for a uniformed person (not further identified) who
was to take him some place (not further identified). While
in the waiting room, the individual in the photograph had
with him an important black leather case with two handles
(not further identified).
The individual in the photograph was met by a second
person, an official representative (not further identified).
The individual in the photograph then went upstairs to a room
with large wooden dark shiny doors (not further identified)
where he met with a "rather short, bald headed man" (not
further identified).
Source was unable to report meaningful information
concerning this meeting, except to say that it represented an
agreement and an acceptance (not further identified). Source
provided no further amplifying information as to the
whereabouts,of the person in the photograph on 14 June 1983.
