Odom Assistant Chief of Staff for Intelligence Washington, D.C. 20310 1. (U} IAW provisions of Para 12-10Ig, AR 380-5, request that a Special Access Program under ACSI sponsorship be established for the below listed USAINSCOM project: a. (U) Responsible agency: HQ USAINSCOM. b. (U) Unclassified nickname: CENTER LANE. Z. (S/CL-1/NOFORN) CENTER LANE is the USAINSCOM application of methodology currently in development in the Defense Intelligence Agency GRILL FLAME Project. Unlike GRILL FLAME, however, which is limited to research and development of a new technology, CENTER LANE utilizes that same technology in an operational intelligence co]lectian mode. 3. (U) Due to this project's sensitivity, based on its unique technology and sources involved, I believe that normal, security management and safeguarding are insufficient to protect project data and personnel. I recommend, therefore, that the protective sanctions afforded by SAP establishment be applied. 4. {U) OPSEC analysts of the OPSEC Support Division, 902d MI Group, have previously been assigned and are currently providing OPSEC assistance to the CENTER LANE Program Manager. 5. (U) The Program Manager and POC for this project is: LTC Jachim, Autovon 923-7829/2656. 6.
