1. The attached study prepared by CPT(P) Goeberer is forwarded
for your consideration.
2. I heartily concur with the study's recommendations.
3. I anticipate that the initial impact in resources required
to support a "CENTER LANE" SAP, will consist of one analyst
providing near full time OPSEC support until SAP security pro-
cedures are in ,place and registration at DA is accomplished.
Following registration, support should taper off to an "as
required" basis dependent on the operational needs of the
project.

The conferees agreed to the Senate position to curtail all operWonal
activities conducted by the Army in the National Foreign Intelligence Program At
the end of fiscal year 1982. Accordingly, MS pillion and 12 spaces were reduced
from the fiscal year 1983 01P. The conferees agreed to retain $0.3 minion for
VIA to complete the third year of a 3 year research contract. Future funding -- if
any -- of this research and experimentation activity should be
budgeted outside the NFIP.
