IC STAFF BRIEFING

IN FALL 1977, THE U.S. ARMY INTELLIGENCE AND SECURITY COMMAND
(INSCOM) SAW THE NEED TO EXPLORE THE POTENTIAL OF INTELLIGENCE
COLLECTION USING THE THEN NEWLY EMERGING PSYCHOENERGETICS TECHNOLOGY
OF REMOTE VIEWING. THE ORIGINAL CONCEPT WAS TO DETERMINE THE
OPERATIONAL SECURITY (OPSEC) THREAT TO U.S. DEFENSE INTERESTS BY
MIMICKING POSSIBLE HOSTILE INTELLIGENCE CAPABILITIES, DIRECTING
THESE AGAINST SENSITIVE U.S. MILITARY TARGETS, AND EVALUATING THE
RESULTS. IT SOON BECAME APPARENT THAT PSYCHOENERGETICS PROMISED FAR
WIDER APPLICATIONS THAN JUST IN THE REALM OF OPSEC. IN FALL 1978 THE
PROGRAM EMERGED FROM AN OPSEC COUNTERINTELLIGENCE PROGRAM TO A
HUMINT COLLECTION ACTIVITY UNDER THE SUPERVISION OF THE ASSISTANT
DEPUTY CHIEF OF STAFF FOR OPERATIONS--HUMINT (ADCSOPS-HUMINT) AT
INSCOM AND THE HUMINT STAFF OF THE ASSISTANT CHIEF OF STAFF FOR
INTELLIGENCE, DEPARTMENT OF THE ARMY (ACSI DA) HUMINT STAFF. THERE
IT MOVED THROUGH AN EVALUATION PHASE INTO AN "OPERATIONS AND
TRAINING" MODE, WITH THE OBJECTIVE OF TRAINING PROFESSIONAL
INTELLIGENCE PERSONNEL TO CONDUCT PSYCHOENERGETIC INTELLIGENCE
COLLECTION OPERATIONS. FOLLOWING IS AN EXAMPLE OF THE TYPE AND
QUALITY OF MATERIAL THAT WAS PRODUCED DURING THE EVALUATION PHASE OF
THE PROGRAM,

IN JULY 1979 AN INTERVIEWER AND A SOURCE CLOSED THEMSELVES IN
A QUIET ROOM TO CONDUCT A REMOTE VIEWING SESSION. A THIRD
INDIVIDUAL, REFERED TO AS A BEACON, LEFT THE AREA AND WENT TO
A SITE UNKNOWN TO EITHER THE INTERVIEWER OR THE SOURCE.
THIRTY MINUTES LATER, THE INTERVIEWER ASKED THE SOURCE TO
DESCRIBE WHAT HE PERCEIVED ABOUT THE BEACON'S LOCATION.

THE TRAINEE BEGAN BY SAYING, "THE FIRST IMPRESSION I GET IS A
REVOLVING LIGHT PATTERN. ITS MOVING IN A CLOCKWISE
DIRECTION. I DON'T KNOW IF I'M WATCHING SOMETHING MOVE, BUT
PERHAPS, PERHAPS, I'M MOVING OR (THE BEACON) IS MOVING." THE
SOURCE WENT ON TO SAY, "I HAVE A FEELING THAT THERE ARE TREES
AROUND HIM." . . . "ITS SOME TYPE OF PARK, OR RECREATION
AREA; I FEEL IT'S OUT DOORS."
AFTER THE SOURCE FINISHED HIS VERBAL DESCRIPTION OF THE
DESIGNATED TARGET AREA AND SKETCHED HIS PERCEPTIONS, HE AND
THE INTERVIEWER AWAITED THE RETURN OF THE "BEACON".

ON THIS DAY THE "BEACON" HAD CHOSEN TO JOG AROUND A TRACK AT
THE TIME OF THE SESSION.

BECAUSE OF THE QUALITY AND REPLICABILITY OF THESE RESULTS,
OPERATIONAL TRAINING WAS EXPANDED, AND IN 1979, SEVEN SEPARATE
COLLECTION PROJECTS WERE CONDUCTED, IN SUPPORT OF THE NATIONAL
SECURITY COUNCIL, THE JOINT CHIEFS OF STAFF, AND ARMY INTELLIGENCE
COLLECTION REQUIREMENTS.
As OUR EXPERIENCE FACTOR INCREASED, AND THE REMOTE VIEWING
TECHNIQUE EVOLVED FURTHER, IT BECAME POSSIBLE FOR US NOT ONLY TO
EXPLORE MORE DIVERSE AND WIDER APPLICATIONS FOR THE TECHNOLOGY, BUT
TO EXPAND OUR COLLECTION CAPABILITIES. IN 1980, THE CIA BECAME Ar
REGULAR CUSTOMER, AND IN SUPPORTING THAT AGENCY AS WELL AS OUR SG1
PREVIOUS SUBSCRIBERS, 41 SEPARATE COLLECTION PROJECTS WERE A
CONDUCTED.

IN 1982, THE NATIONAL SECURITY AGENCY BEGAN TO SEE THE VALUE OF
REMOTE VIEWING TO OBTAIN INTELLIGENCE INFORMATION IN ASSESSING THE
FOREIGN THREAT TO U.S. COMMUNICATIONS SECURITY, AND TASKED THE
INSCOM PSYCHOENERGETIC PROGRAM TO COLLECT INTELLIGENCE INFORMATION.
DURING THE YEAR, ELEVEN SEPARATE COLLECTION PROJECTS WERE
UNDERTAKEN. As 1982 ENDED, PROGRAM DIRECTION CHANGED.
AFTER SEVERAL YEARS OF EXPERIENCE CONDUCTING HUNDREDS OF
PSYCHOENERGETIC COLLECTION OPERATIONS, IT WAS NOW POSSIBLE TO DEFINE
BOTH THE CAPABILITIES AND LIMITATIONS OF THE TECHNOLOGY AND THE
FUTURE ROLE REMOTE VIEWING SHOULD PLAY IN SERVING THE REQUIREMENTS
OF THE U.S. INTELLIGENCE COMMUNITY, BASED ON THE KNOWLEDGE GAINED
THROUGH YEARS OF OPERATIONAL EXPERIENCE, A REVOLUTIONARY, EVOLVING,
STATE OF THE ART PSYCHOENERGETIC TRAINING PROGRAM KNOWN AS
COORDINATE REMOTE VIEWING (CRV) WAS INITIATED TO INSURE THE
RESPONSIVENESS OF SOURCE CAPABILITIES TO IDENTIFIED NEEDS OF THE
INTELLIGENCE COMMUNITY. BECAUSE OF THE SENSITIVITY OF THE EMERGING
TECHNOLOGY AND ITS INTELLIGENCE APPLICATIONS, THE SECRETARY OF THE
ARMY DESIGNATED THE INSCOM PSYCHOENERGETICS PROGRAM A SPECIAL ACCESS
PROGRAM (SAP) AND WE BECAME KNOWN AS CENTER LANE.

SPONSORED R&D PRODUCING DRAMATIC REFINEMENTS IN TECHNOLOGY AND
SCIENTIFIC THEORY, WHILE ARMY INTELLIGENCE OPERATIONS IN TURN
VALIDATED R&D RESULTS AND IDENTIFIED FURTHER AVENUES AND
POSSIBILITIES FOR DEVELOPMENT. THE FOLLOWING EXAMPLES ILLUSTRATE
SOURCE CAPABILITIES RECENTLY DEVELOPED AS A RESULT OF THE NEW
TRAINING PROGRAM.
FROM A GEOGRAPHIC COORDINATE ALONE, ONE OF OUR SOURCE TRAINEES
CORRECTLY IDENTIFIED THE ST. LOUIS ARCH. FOR HIM, SUCH A TASK
HAD BECOME RELATIVELY ROUTINE. AT THIS POINT, HOWEVER, HE WAS
DIRECTED TO DESCRIBE WHAT WAS LOCATED 14.8 KILOMETERS
SOUTHWEST OF THE ARCH. HE IDENTIFIED A BUILDING AT THIS
LOCATION AND PRODUCED THE FOLLOWING SUMMARY OF SITE
INFORMATION WITHOUT BEING PROVIDED ANY FURTHER DATA BY THE
INTERVIEWER,
`THE BUILDING 14.8 KM SW OF THE ST. LOUIS ARCH HAS A
SOMBER, QUIET, OFFICIAL FEEL. PEOPLE GO TO THIS PLACE
WITH A COMMON PURPOSE; TO SEEK KNOWLEDGE. THEY ARE
INTERESTED AND CURIOUS ABOUT THE BUILDING AND ITS
HISTORY. THE HISTORY QF THIS BUILDING DEALS WITH OLD

COLONIAL AMERICA.A THE BUILDING IS LOCATED ON FLAT LAND,
LIKE A FARM AND HAS SOMETHING TO DO WITH A MAN. THIS MAN

LEADER. THIS BUILDING WAS THIS MAN'S HOME. THIS MAN WAS
A LEADER AND WAS APPROXIMATELY 5'10" TALL, HAD BLACK HAIR
AND A BEARD, WAS HEAVYSET AND STONEFACED. IN THINKING
ABOUT THE ABOVE INFORMATION I SEE A PICTURE IN MY MIND OF
U.S. GRANT. (SLIDE)
As YOU CAN SEE, THE SITE WAS INDEED THE HOUSE AND FARM, NOW OPEN TO
THE PUBLIC, WHICH WAS ONCE OWNED BY ULYSSES S. GRANT.
UNDER THIS NEW TRAINING TECHNIQUE, TARGET OR SITE RESOLUTION CAN BE
SO HIGH THAT THE SOURCE'S PERCEPTION OF THE SITE EXCEEDS HIS
CAPABILITY TO DESCRIBE IT ANALYTICALLY, AND HE IS THEREFORE TRAINED
TO CONSTRUCT AN ACTUAL THREE-DIMENSIONAL MODEL OF THE SITE. THIS
ABILITY IS NOT USED SOLELY AS AN ATTEMPT TO RENDER A MORE EXACT
REPRESENTATION OF THE SITE THAN CAN BE DONE VERBALLY, OR BY MEANS OF
DRAWING. RATHER, THE KINESTHETIC ACTIVITY DURING MODELING APPEARS
TO (1) REDUCE MENTAL NOISE AND (2) ACT AS A TRIGGER TO PRODUCE
FURTHER ANALYTICAL CONTENT ON THE SITE--EVEN CONCERNING ASPECTS NOT
SPECIFICALLY ADDRESSED BY THE MODELING. THE FOLLOWING EXAMPLE
DEMONSTRATES THE SUCCESS WE HAVE ENJOYED USING THIS PHASE OF THE
TECHNOLOGY.
THE TRAINER READ THE GEOGRAPHIC COORDINATES TO THE SOURCE.
SOURCE DESCRIBED A LARGE, SMOOTH, GRAY BROWN MANMADE STRUCTURE
WHICH SLOPED UP. THE SOURCE THEN CORRECTLY IDENTIFIED THE

SITE AS A DAM, BUT IT WASN'T UNTIL HE MODELED THE SITE (SLIDE
ON) THAT SOURCE REPORTED A POWER GENERATION PLANT. WHILE MANY
DAMS HAVE POWER GENEREATION CAPABILITY, SOURCE'S MODEL SO
ACCURATELY MATCHED THE SITE, THAT THERE WAS NO DOUBT HE WAS
REMOTE VIEWING THE GRAND COULEE DAM (SLIDE ON).
ANOTHER EXAMPLE:
HAVING BEEN PROVIDED WITH GEOGRAPHIC COORDINATES, SOURCE
DESCRIBED WHAT SEEMED TO HIM TO BE A COMPLEX MANMADE STRUCTURE
NEAR THE WATER. THIS STRUCTURE SEEMED TO HIM STRANGE AND
INTERESTING. AS HE MODELED THE SITE, (SLIDE ON) HE DISCOVERED
THAT IT WAS AN OLD PYRAMID STRUCTURE. AS HE COMPLETED THE
MODEL HE STATED THAT THE NAME OF THIS OLD PYRAMID STRUCTURE
SOUNDED PHONETICALLY LIKE "To Loo." (SLIDE ON) THE SITE WAS
IN FACT THE MAYAN PYRAMID OF TULUM ON THE EAST COAST OF
YUCATAN.
PSCHOENERGETIC TECHNOLOGY IS CERTAINLY NOT A PANACEA, BUT IT IS A
VALUABLE RESOURCE IN COLLECTING AGAINST TARGETS INACCESSIBLE TO MORE
CONVENTIONAL SYSTEMS--IE., COLLECTION IN TOTALLY DENIED AREAS,

AGAINST UNUSUALLY HEAVILY DEFENDED TARGETS, IN SITUATIONS REQUIRING
ALMOST INSTANTANEOUS RESPONSE, OR AGAINST TARGETS WHOSE LOCATIONS
ARE UNKNOWN. ONE HUNDRED AND SIX PROJECTS SINCE 1979 HAVE
ESTABLISHED REMOTE VIEWING AS A VALID AND WORTHWHILE INTELLIGENCE
COLLECTION SYSTEM, IT OFFERS THE INTELLIGENCE COMMUNITY AN
ADDITIONAL TOOL, COMPLEMENTARY TO THE SIGINT/HUMINT/IIMINT TRIAD, BUT
WITH ITS OWN UNIQUE AND VALUABLE CONTRIBUTIONS TO MAKE TOWARDS
EFFECTIVE MISSION ACCOMPLISHMENT.
